BACKGROUND
The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance.
ROLES AND RESPONSIBILITIES
Municipal Service Delivery Specialist (MSDS) will have primary responsibility for leading and directing the project’s efforts to enhance service delivery and management of municipal services by local government units (LGUs) as well as private sector association. The position will support the sustainable efforts within the targeted municipalities to promote positive improvements of municipal service delivery and infrastructure improvements.
S/he will report to the Director of municipal service improvement.
MAIN RESPONSIBILITIES AND TASKS:
Technical Support:
Responsible for providing technical leadership for municipal services, implementation, and coordination of service delivery activities.
Provide coaching and technical assistance to the project’s LGU partners in the technical areas related to revenue generation, using cost effective modality for service delivery including property registration, spatial planning, performance metrics, private sector participation in service delivery, operation and maintenance, citizen service center, and other related fields in accordance with the scope of work (SOW) and approved work plan.
In coordination with other colleagues, manage day-to-day liaison activities as needed and maintain relationships with Palestinian counterparts and implementing partners as related to service delivery efforts in local government.
Develop and direct mentoring of activities in service delivery to local partners.
Develop service improvement training materials, conduct training and/or coaching as needed; and lend expertise to quality assurance and quality control of related technical activities.
Support partner LGUs to plan, monitor and control the delivery of services in accordance with best practice and applicable standards.
Develop and motivate staff providing professional supervision and support, as required in accordance with MOLG policies and procedures.
Helping prioritize services for improvement among all fields related to service delivery.
Develop and maintain effective and professional relationships with key partners, agencies and Palestinian authorities association.
Contributing to the establishment of indicators and standards for improvement in coverage, quality and operational efficiency, including maintenance of services and related infrastructure.
Working with partners in order to build their capacity for implementing successful service delivery initiatives.
Provide policy advice to LGU partners on appropriate initiatives, issues and legislation relevant to community service improvement and development.
Developing the engagement of the community in meaningful dialogue, including through social media, to achieve optimal community outcomes.
Facilitate and assist LGUs in coordination with other teams to identify and establish mutually beneficial public private partnerships related to the anticipated municipal services.
Support LGU partners to establish a sense of local ownership and empowerment by the community to develop local initiatives to benefit the municipal services.
Quality Assurance and Reporting
Ensure consistently high service performance, evaluates partner feedback to develop quality improvement processes.
Ensure that systems, processes and procedures are in place to accurately record and present data in a timely manner on manual/automated system for the concerned municipal services.
Ensure clear understanding of the partnership responsibilities that will substantiate long term benefits for the partner.
Ensuring that the delivered services fully comply with the applicable standards and best practices for these services.
Ensure effective planning, implementation and evaluation of all municipal services.
Ensure that relevant technical elements of the work plans are being successfully implemented.
Ensure subcontractor recipients meet their technical deliverables in close coordination with the Component Team Leader and other colleagues;
Provide inputs for the drafting of the project monthly and quarterly reports for USAID, as well as drafting other project updates and work plans as requested by the direct supervisor, the COP or DCOP.
Support the component team leader in ensuring that USAID and Tetra Tech rules and regulations are followed and that contract deliverable requirements are met.
Other
Contribute to team effort by undertaking additional tasks and responsibilities as requested.
The current job description will be periodically revisited as needed to reflect current realities and project needs. Amendments can be added to that effect.
QUALIFICATIONS: (MINIMUM REQUIREMENTS):
At least 5 years of experience preferably in improving one or more of municipal services such as designing and applying activities and tools focusing on service delivery, including revenue generation, property registration, spatial planning, performance metrics, private sector participation in service delivery, operation and maintenance, and citizen service center.
Bachelor degree in Business Administration, Urban planning, Civil Engineering, Industrial Engineering, MIS or related field. A Masters’ degree is preferred.
Engineering background is highly preferred.
Demonstrated ability to interact regularly and professionally with senior host-government, community, local government and private sector counterparts on strategic planning, partnership, municipal service development.
Strong communication and interpersonal skills, ability to work with all levels and functions within the company;
Ability to develop strong working relationships with government and local government officials, and business people.

Experience on USAID-funded projects or other donors projects is highly preferred.
Requires an ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information.
Must also be able to foster supportive working relationship among all staff;
Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word;
Very good skills in urban planning software and programs, GIS and other related programs is a plus, and
Fluent in Arabic, excellent English speaking and writing skills.
