National ICLA Monitoring and Evaluation Officer
East Jerusalem
BACKGROUND
The Norwegian Refugee Council (NRC) re-established its presence in the occupied Palestinian Territory (oPt) in January 2009 and is mainly developing programme activities in the sectors of shelter, education and the provision of information, counselling
and legal assistance (ICLA). The long-term objective of the country programme is to contribute to the prevention of displacement by improving protection, access to justice, education and living conditions for refugees and internally displaced persons in the oPt.
In the West Bank, including East Jerusalem, the ICLA programme concentrates on providing legal assistance, particularly related to housing, land and property issues for those who are displaced, or who are at risk of or affected by displacement. In mid-2009, NRC expanded the ICLA programme to Gaza and established a legal aid centre there for the provision of free legal assistance.
The ICLA programme presently requires a Monitoring and Evaluation Officer who will assist the ICLA team in all Monitoring and Evaluation (M&E) activities related to the West Bank, including East Jerusalem, and Gaza.
Overall responsibility
The M&E Officer is primarily responsible for maintaining and developing all M&E activities for the ICLA programme in the oPt and will (i) continue to implement plans for a comprehensive M&E system and related methods; (ii) train staff and external partners on M&E; (iii) maintain all M&E activities; and, where relevant, (iv) improve M&E methodology.
TASKS AND RESPONSIBILITIES
-Work with ICLA staff (including Information Coordinator, ICT Officer, Project Managers and Programme Manager) and external partners to develop and implement M&E systems and processes that ensure the timely collection, management, reporting and analysis of valid information on ICLA programme activities.
-Use existing global and local NRC methodology, including the Core Activity Database and ICLA case databases, as tools for developing the M&E system for ICLA work in the oPt.
-Fully comprehend all aspects of all ICLA programme logframes and reporting requirements and, as necessary, develop M&E tools in accordance with each one.
-Implement all M & E activities for the ICLA programme in the oPt with support from relevant ICLA staff.
-Provide all necessary and accurate M&E data and analysis for internal and external reporting in a timely manner.
-Participate in ICLA activities, including field trips, training, outreach and legal work as part of developing appropriate M&E methods.
-Work with ICLA team to identify and implement any potential improvements to M&E methodology.
-Assist with development of ICLA external and internal training plans and evaluation tools.
-Carry out any other duties as requested by supervisor.
SKILLS AND QUALIFICATIONS
-Bachelor’s degree in the fields of social sciences, business administration or law. Any higher qualifications related to M&E will be an additional and direct advantage.
-At least 3 years of relevant M&E work experience.
-Proven experience in designing, developing and operating M&E systems.
-Proven experience in research, descriptive or analytical work, including qualitative and quantitative methods.
-Ability to effectively use MS Office programmes, including Excel and Access.
-Excellent attention to detail.
-Strong communication and interpersonal skills.
-Strong organisational and logistical skills - ability to work independently with efficiency and competence.
-Excellent command of English and Arabic both written and orally. Working knowledge of Hebrew is an advantage.
-Proven experience of being able to communicate effectively orally and in writing.
-Ability to be flexible and resourceful.
-Experience of working with IDPs/Refugees is an advantage.
-Experience of working with non-governmental organizations is an advantage.
