National ICLA Research Officer
In Jerusalem

Background
The Norwegian Refugee Council (NRC) re-established its presence in the occupied Palestinian territory in January 2009 and is developing programme activities in the sectors of Shelter, Education and the provision of Information, Counselling and Legal Assistance (ICLA). The long-term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt.
The ICLA programme requires a Research Officer to be responsible for undertaking and assisting with programme research needs.

Tasks and Responsibilities
Under the direct supervision of the ICLA Research & Information Coordinator, the Research Officer will perform the duties and responsibilities in accordance with the objectives and activities mentioned below:
-Conduct identified research into and monitor current developments in displacement-related issues and Israeli law, including new and amended legislation and jurisprudence related to housing, land and property;
-Conduct research into international humanitarian and human rights law
-Produce legal information resources including brochures, fact sheets and reports;
-Provide quality legal advice and analysis of the Israeli legal system, focusing on housing, land and
property rights.
-Draft legal documents and legal correspondence as required.
-Participate in internal and external meetings and present on research issues as relevant
-Liaise with other national and international NGOs, UN agencies in relation to areas of relevant research.
-Carry out field visits and field-based primary research and information collection as needed;
-Contribute to the development of Research and Information planning and overall ICLA programme
strategy
-Translate ICLA documents and resources as needed;
-Any other duties as requested by supervisor.

Skills and Qualifications Required
-Bachelor’s degree in law or other related field.
-Understanding of international human rights and international humanitarian law. Familiarity with housing, land and property law desirable;
-At least three years of experience in legal research and writing;
-Excellent command of English and Hebrew, both written and orally. Arabic language skills desirable but not essential;
-Proven experience of being able to communicate effectively orally and in writing;
-Experience of working with non-governmental organizations is an advantage;
-Experience of working with Internally Displaced Persons/Refugees is an advantage;
-Ability to be flexible and resourceful.

Commencement: 1 February 2012
Contract period: 12 months, with possible extension
