Operating in over thirty countries, including war zones and regions affected by poverty and natural disasters, Tdh provides direct and indirect assistance to millions of children and families annually. In Palestine since 1973, with offices in Jerusalem and Gaza since 1984, Tdh specializes in supporting children affected by conflict and displacement. Our comprehensive approach includes integrated protec-tion services, mental health support, education assistance, and humanitarian aid.

Under the direct supervision of the Head of Delegation and in close collaboration with the finance and program teams in Jerusalem and Gaza, the National Partnerships and Grants Officer will play a crucial role in the development and management of strategic partnerships and grants for Tdh Palestine delegation. This role includes stakeholder mapping, partner organizational assessment, compliance oversight of sub-grantee projects, and comprehensive grant management. The Officer will ensure the efficient coordination of grants-related activities, maintain accurate grant tracking systems, identify funding opportunities, sup-port resource mobilization efforts, and uphold compliance with donor regulations and organizational standards.

  1. Partnerships (40%):

1.1. Stakeholder mapping:

  • Collaborate with the Senior Program Manager to identify and map potential partners aligned with the organization’s strategic approach and intervention areas.
  • Conduct thorough research to identify key stakeholders and develop strategies to engage with them effectively.

1.2. Partner organizational assessment and capacity development training:

  • Work with the Senior Program Manager and Senior FAHR Manager to conduct organizational assessments of potential partners.
  • Conduct due diligence to assess partners’ capacity, capabilities, and alignment with organizational goals.
  • Identify areas for support and capacity development to strengthen partner organizations. This includes development of training plans based on the identified gaps and needs.

1.3. Implementation of the sub-grant component of the project:

  • In collaboration with the Senior Program Manager, Project Managers, and MEAL Officers, ensure partners’ adherence to project workplans, timely implementation of project activities, and compliance with reporting requirements.
  • Regularly comply project reports as per agreed reporting schedule and the format of reporting.
  • In collaboration with the Senior Program Manager, Project Managers, and Senior MEAL Officer, monitor partners’ performance and provide regular feedback to improve project outcomes.
  • Contribute to the development of the need assessment of the CSOs working in targeted areas.
  • Enhance good partnerships based on strategic collaboration, complementarity, and cohesiveness.
  1. Grants Management (50%):
    • Manage Tdh’s Palestine Grants Tracking Sheet:
  • Maintain and update the Grants Tracking Sheet with all reporting, milestones, and other relevant contractual information.
  • Ensure accuracy and completeness of all grant data, including details of no-cost extensions and amendments to agreements.
  • Monitor reporting deadlines for all grants and notify Project Managers in advance. This includes developing and maintaining an internal workplan involving all relevant parties to ensure timely and quality submission of reports, adhering to Tdh’s standards and donor regulations.

 

  • Donor mapping and funding opportunities:
  • Participate in donor mapping exercises in collaboration with the Head of Delegation and Senior Program Manager to identify potential funding sources.
  • Monitor calls for proposals and funding opportunities, and keep the team informed about relevant opportunities.

 

  • Resource mobilization:
  • Support the Head of Delegation and Senior Program Manager in developing a resource mobilization plan for the delegation.
  • Assist in the development of fundraising strategies and visibility tools to enhance the organization’s profile and attract donors.

 

  • Proposal development:
  • Collaborate with the Senior Program Manager, Specialists, and MEAL Officers in drafting concept notes and proposals.
  • Ensure that proposals are developed in accordance with the donor guidelines and objectives and align with Tdh’s strategic objectives.

 

  1. Other Responsibilities (10%):
  • Assist in the preparation of grants agreements, MoUs, amendments, and other relevant documentation.
  • Provide training and support to staff on grant management processes and procedures.
  • Stay updated on donor regulations, trends, and best practices in grant management.

Tdh Policies       

  • Commit to respect the Tdh Child Safeguarding Policy (CSP), Tdh Code of Conduct and Tdh Protection from Sexual Exploitation and Abuse (PSEA) Policy.
  • Be proactive with respect to the aforementioned policies and show leadership to all Tdh staff.
  • Report cases of abuse on children as identified.
  • Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.

Security and safeguarding

  • Comply with Tdh Security Regulations
  • Understand and apply security policies, the Child Safeguarding Policy and fraud prevention policies

Requirements for the position

  • A bachelor’s degree social science, or other relevant degree in line with the position responsibilities.
  • Knowledge and interest of gender issues and ability to mainstream gender considerations into programming.
  • At least 3-5 years of experience in similar position preferably with an (I)NGO.
  • Excellent communication, coordination, and representation skills.
  • Excellent experience in grants management and follow up.
  • Previous experience and exposure to relevant actors working in the GBV responses in Palestine would be highly desirable.
  • Strong organizational and planning skills.
  • Proficiency of English & Arabic languages is required.
  • Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participative processes.
  • Awareness and knowledge of ethical issues related to project management: gender equality, fairness and do no harm.
  • Knowledge of and professional experience in the children’s rights field (Child protection), and SGBV, MHPSS in the humanitarian aid/development context.
  • Valid driving license with no restrictions.
