The National Programme Officer (NPO) will work under the supervision of the UNFPA Representative and in close cooperatio and coordination with the UNFPA team based in Jerusalem and Gaza. He/she will contribute substantively to the formulation, management and monitoring of UNFPA‘s supported activities in the Occupied Palestinian Territory (oPt) and ensure timely and quality delivery of programme outputs related to Gender, and Population and Development. The NPO will maintain collaborative relationships with various stakeholders, such as the Palestinian Authority, Civil Society, UN agencies
and especially bilateral and multi-lateral donors and contribute to the advocacy and resource mobilization efforts for the UNFPA supported programme.

More specifically, the National Programme Officer will carry out the following functions:

-Contribute substantively to formulation and the design of the Programme of Assistance to the Palestinian People, Gender, and Population and Development (PD) sub-programme and component projects in line with the country‘s priorities and in accordance with UNFPA‘s programme policies and procedures
-Analyze and interpret the political and socio-economic environment relevant to Gender Equality, Equity and Women‘s Empowerment
-Expedite and coordinate programme/project implementation by establishing collaborative relationships with executing and implementing agencies and supporting them technically and managerially, UN sister agencies and donors and facilitating timely and efficient delivery of project inputs. Organizing and participating in sub-programme coordination committee meetings, UN coordination meetings, annual programme and project reviews, and extending technical, programmatic and managerial support to implementing partners, including following up on the implementation of their recommendations
-Analyze and report on sub-programme‘s and project progress in terms of achieving results, using existing monitoring and evaluation tools; identify constraints and resource deficiencies and recommend corrective actions; monitor project expenditures and disbursements to ensure delivery is in line with the approved project budgets and to realize targeted delivery levels
-Contribute to advocacy and resource mobilization efforts of the UNFPA team by:
(a) developing proposals, information kits, conference papers, speeches, donor profiles and humanitarian assistance appeals; (b) establishing and maintaining a network of donor and public information contacts; (c) conducting meetings with donors, UN agencies, Palestinian Authority, civil society organizations; and (d) organizing public information events
-Provide full range managerial assistance to UNFPA partners to ensure quality management of UNFPA funded projects
-Continually monitor and evaluate the emergency situation and its impact on UNFPA programmes, identify urgent needs and facilitate UNFPA CO response to these needs

Job Requirements :

Academic Requirements and Experience Master‘s degree in Gender and Development or Population Studies and/or other related social sciences with at least 3 years of relevant experience, preferably with the UN system. Experience in managing gender and population programmes is an asset.

Languages: Fluency in oral and written English and Arabic.
Computer Skills: Proficiency in current office software applications.
