Project Background:
The ILO Regional Office for Arab States will be implementing the project “Enhanced knowledge and capacity for tripartite partners to address the worst forms of child labour in the OPT”. The proiect will focus on enriching the knowledge base on child labour and enhancing the capacity of constituents to address child labour issues in the OPT.
The National Project Coordinator will work under the overall supervision of the ILO Representative in Jerusalem . He/She will be receive technical guidance from the Director of the Decent Work Team in ROAS Beirut and the International Programme for the Elimination of Child Labour in Geneva.
Specific duties include the following:
1-Assist in the management and implementation of all project activities, through timely provision of inputs and efficient delivery of outputs, in conformity with ILO policies, programming guidelines and administrative and financial procedures.
2-Analyse and monitor child labour trends in the OPT from different sources.
3-Coordinate and build partnerships with the relevant stakeholders, including governmental organizations, employers’ and workers’ organizations, non-governmental organizations, UN
agencies, World Bank and donors active in the area of child labour.
4-Monitor, evaluate and report on all project activities, building the information systems to ensure effective and timely progress and delivery. This includes the preparation and monitoring of the project monitoring plan (PMP) and system, as well as the Project annual work plan, including when action programmes and individual components have to be developed and implemented, in accordance with the ILO Technical Cooperation Manual and
the ILO/IPEC Programme Operations Manual.
5-As part of the overall monitoring and evaluation of the project, establish detailed monitoring and evaluation processes as appropriate for specific components and activities of the project,
and prepare technical progress reports to the donor every six months.
6-Initiate and process Action Programme proposals from governmental departments, employers’ and workers’ organizations and non-governmental organizations (NGO).
7-Coordinate and ensure synergies with other ILO related projects in the OPT at the national level.
8-Liaise closely with ILO ROAS and IPEC on knowledge management, communications and M&E efforts including through submission of timely information, regular reporting on
achievements and highlights of best practice and lessons learned.
9-Co-lead training workshops and meetings for the tripartite partners, NGOs and other agencies and staff as appropriate.
10-Promote ILO policy regarding child labour, equality of opportunity and treatment for women and men and the relevant international labour standards.
11-Perform other relevant tasks as requested by the ILO Representative in Jerusalem
Qualifications required:
The successful candidate will meet the following qualifications:
Education: Advanced University degree in economics, social science and other related field(s).
Experience:
-At least 5 years relevant experience working in the development field with strong project
management skills;
-Field work and experience coordinating with local, national and other key stakeholders;
-Previous experience and knowledge on child labour issues;
-Knowledge and familiarity with development issues in the OPT;
-Familiarity and previous work experience with the ILO or other UN agencies would be an added advantage.
Language:
Fluency in Arabic and English.
Knowledge of other UN languages is an asset.
Competencies:
-Demonstrated management , coordination and leadership skills;
-Strong interpersonal skills and ability to work with diverse groups (i.e. governmental departments, employers’ and workers’ organisations, non-governmental groups and research institutions) in various parts of the country; Good communication skills, both written and verbal; Good organizational skills; Ability to provide leadership and work in a team; Ability to work independently with a minimum of supervision.
CONDITIONS OF EMPLOYMENT
Pensionable salary: NIS 208,891
Basic salary: NIS 165,840
