National Project Officer
The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is an international organisation with 63 member states. DCAF helps its partners achieve good governance of the security sector, adjusting legal frameworks and developing institutions and practices. DCAF is known for its ability to implement projects in complex and dynamic environments. DCAF works with governments, parliaments, security and justice providers, international organisations, civil society and media to assist the development of transparent and accountable governance of the security sector.
DCAF’s Office in Ramallah seeks for its gender programme a highly qualified
National Project Officer “Community Safety” (100%)
Starting date: 15 May 2016
End date: 31 December 2016 (with possibility of extension)
Duty Station: Ramallah
Responsibilities:
Under the supervision of the Senior Programme Manager of DCAF in Ramallah, the Project Officer “Community Safety” will work on DCAF’s projects in the area of gender and security sector reform. His/her duties and responsibilities shall include the following:
Project Planning and Implementation
-Draft a clear and detailed action plan for the project (12 months)
-Contribute to the development of a detailed budget
-Implement daily operational aspects of all issues related to the project;
-Draft terms of reference for local and international experts;
-Coordinate with other local and international actors in the field and maintain a good flow of communication and information between all involved institutions and counterparts;
-Ensure that all technical files with relevance to the project are up to date;
Research
-Undertake background research on community safety to inform DCAF’s expertise on the topic;
-Undertake research on latest developments in community safety implemented by other local and international actors in Palestine and the Middle East.
Community Safety Plans and Assessments in West Bank Governorates
-In coordination with a local partner organisation, develop a plan to assess the reactivation of Community Safety Councils in Hebron and Jenin;
-Work with the technical staff from the Governorate office of Jenin and Hebron to develop joint action plans for future activities in community safety;
-Take stock of lessons learned from DCAF’s previous activities in community safety;
-In coordination with a local partner organisation, discuss and suggest two other Governorates to initiate new community safety projects;
-Implement activities according to agreed action plans.
Workshops and Events
-Organise, prepare and implement focus group meetings, workshops and conferences;
-Organise, prepare and implement trainings;
-Document workshops and events’ outputs.
Publications
-Publish project plans, assessments and reports;
-Ensure their distribution in English and Arabic.
Monitoring and Evaluation
-Set up a monitoring system for the project;
-Draft reports about project activities progress to DCAF Management and donors.
Requirements:
Education, knowledge and experience
-A degree in political or social sciences, public administration, law, development, or any other related field;
-A minimum of 3 years relevant work experience in project management;
-Demonstrated ability to conduct surveys, interviews and focus group meetings;
-Proven conceptual knowledge and technical expertise in areas such as community safety, anthropology, security sector reform, good governance, media, and civil society;
-Demonstrated ability to work with people from different social, economic and political backgrounds;
-Experience in working in multicultural and interdisciplinary teams;
-Native Arabic speaker, excellent command of oral and written English.

-Strong planning and analytical skills;
-Ability to work under pressure and towards tight deadlines;
-Cultural sensitivity.
The position is based at DCAF Ramallah. However, frequent travel to all West Bank Governorates is required, involved overnight stays.
