National Project Officer
The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is an international organisation with 63 member states. DCAF helps its partners achieve good governance of the security sector, adjusting legal frameworks and developing institutions and practices. DCAF is known for its ability to implement projects in complex and dynamic environments. DCAF works with governments, parliaments, security and justice providers, international organisations, civil society and media to assist the development of transparent and accountable governance of the security sector.
DCAF’s Office in Ramallah seeks for a project officer with media background
National Project Officer (100%)
Starting date: 15 August 2017
Duty Station: Ramallah
Duration: 4.5 months, with the possibility of extension
Responsibilities:
Under the supervision of the Senior Programme Manager of DCAF in Ramallah, the Project Officer will work on several DCAF projects in security sector reform, with a special focus on Media and Community Safety. His/her duties and responsibilities shall include the following:
Project planning and implementation
-Draft clear and detailed action plans for projects;
-Help establish and regularly update the project budgets;
-Implement daily operational aspects of all issues related to projects;
-Draft terms of reference for local and international experts;
-Coordinate with other local and international actors in the field and maintain a good flow of communication and information between all involved institutions and counterparts;
-Ensure that all technical files with relevance to projects are up to date.
Research
-Undertake background research on subjects related to projects in security sector reform;
-Undertake research on latest developments in the Middle East related to projects.
Networking with partner organisations
-Support with the establishment of working groups with relevant partner institutions from civil society and executive institutions;
-Support with the coordination of working groups.
Event management
-Support the organisation of workshops, regular working group meetings, focus group discussions and other events;
- Support the organisation of trainings for security forces and civil society on different topics;
- Support the organisation of national conferences.
Publications
-Prepare outputs of projects for publishing;
-Contact and coordinate with design companies and print-shops.
-Ensure distribution of publications.
Monitoring and evaluation
-Set up monitoring systems for projects;
-Draft reports about project progress to DCAF Management and donors.
Requirements:
Education, knowledge and experience
-A degree in journalism, political or social sciences, public administration, law, development, or any other related field;
-A minimum of 3 years relevant work experience in project management, including experience in managing grants/budgets;
-Proven conceptual knowledge and technical expertise in areas such as media (special emphasis on social media), security sector reform, good governance and civil society;
-Experience in working in multicultural and interdisciplinary teams;
-Native Arabic speaker, excellent command of oral and written English.
