Position: National Security Monitoring Officer
Place of Performance: Gaza
Contract Duration: One year with possibility of extension
Starting Date: TBC

OVERVIEW OF THE POSITION:

GENERAL FUNCTIONS:

Purpose and Scope of Assignment:

The main duties and responsibilities of the National Security Monitoring Officer will include:
-Establish Standard Operating Procedures (SOPs) for the vendors who will be utilised by the MMU Project
-Creates and regularly updates a database for monitoring and evaluation of the vendors to ensure compliance with security measures in place;
-Conducts continuous checks and follow up to ensure that access control procedures are within the required limits and adhered to;
-Ensures that any security deficiencies are seen to and updates clearance forms;
-Report on and audit that the vendors comply to security measures at their work stations;
-Ensure that vendors have the mechanisms in place to maintain and ensure the proper functioning of security equipment, such as identification guards equipment, CCTV, flash lights, communications equipment, applicable registers and passes, emergency fuel etc.;
-Perform any other relevant task or duty as required.

ESSENTIAL EXPERIENCE:

Education:

-Master’s degree in political science, management or related or other relevant discipline; additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree                 

Work Experience:

-Minimum 7 years of progressively responsible experience working in military, police or in another security related field.  Experience in planning, organising and executing security operations are required.
-Experience and understanding of communications equipment including computers, radios, telephones, satellite telephones, VHF Radio communications, CCTVs is required;


Key Competencies:

-Professionalism - Strong theoretical background and substantive experience in all phases of international supply chain operations; good working knowledge of INCOTERMS and expertise in handling complex supply chain issues and in the context of client policies and standards; strong analytical skills and working knowledge of quantitative methods; good knowledge of sources of supply, customs clearance process, market trends, delivery constraints, etc.; sound judgment in applying technical expertise to resolve a range of issues/problems; ability to provide technical guidance to new/junior staff.
-Planning and Organizing - Ability to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines, and with minimal direction/supervision.
-Communications - Excellent communication (spoken and written) skills, with the capability of articulating the office’s strategic goals into sound operating logistics and asset management plans and processes, and the charisma necessary to effectively focus and motivate employees.
-Technology Awareness - High proficiency with computers in particular MS Word, MS Excel, MS Outlook, and the Internet.  Proficient knowledge and command of ERP systems used in procurement, logistics and asset management. Advance knowledge of working with internet based applications and languages.
-Teamwork - Experience supporting teams in a complex multi-national, multi-cultural environment is required.

-Fluency in written and spoken English and Arabic is required.
