Job Title:  North Area Manager

Country & Base of posting:  Tubas. West Bank, oPt

Reports to:  Operations Manager

Accountable to: Operations Manager

Work in coordination with: Project Managers, Heads of Departments; field Staff

WeWorld, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Gender mainstream, special attention to vulnerable categories, community-based approach and good governance are crosscutting issues included in all We World-GVC interventions.

 

Tasks and Responsibilities

The Area Manager main responsibilities are: the management of the Area Office; the representation of WeWorld in the North West Bank Area; the provision of technical supervision/assistance of field staff deployed in the North West Bank Area in coordination with Project Managers, as well as Heads of Departments.

 

Representation

  • Create, manage and enhance strategic relationships with local authorities and local partners in the phase of programming and project design, in coordination with Heads of Departments;
  • Nurture strategic relationships with local partners and authorities for successful implementation of activities and coordination in benefit of the local communities.  
  • Representation amongst national and international organizations in the Area
  • Participate in national, inter-NGO and UN agencies coordination meetings and any other relevant inter-governmental institutions meetings at national and local level as needed;
  • Supporting the Country Management Team in meetings with Donors in the Area;

Office Management

  • Coordination with staff based in the North West Bank Office of Tubas and support in selected HR functions, including recruitment, coaching, capacity building.
  • Ensure that all administrative and operational rules and SOPs (Finance, HR, Logistics and Procurement, Program/Donors requirements, Security, Visibility are respected.
  • Lead regular appraisals of directly supervised colleagues and pass appraisal forms to the Operations Manager with recommendations for staff improvement.
  • Ensure a positive working environment and good team dynamics (solve out potential conflicts)
  • Preparation of weekly plans for the office staff in coordination with Project Managers and weekly movement plan (with Logistics).
  • Support the Project Managers to ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
  • Assist the Project Manager in preparing inception reports, work plans and regular donor progress and impact reports for the programs by providing the needed information
  • Ensuring final technical quality of all WW-GVC technical interventions implemented through beneficiary participation;
  • Identify bottlenecks or problems at the field level, report them and advance possible solutions
  • Creation of project committees in the communities and with local Authorities;
  • Follow up of monitoring indicators for WeWorld activities;
  • Preparation of MOU with communities / agreements with beneficiaries;
  • Support in preparation of tender documents;
  • Supervise overall financial commitments and financial risk
  • Authorization of contracts instalments payment and of office to be submitted to Project Managers and Finance Manager
  • Support Logistics officer in management of logistic means for activities for the office;

Project Planning and Implementation

  • Support in planning and directly supervise the implementation of specific activities related to different projects and their budgets, agreed with Operations Manager, Project Managers and MEAL;
  • Guarantee the follow up of the methodology agreed with Operations Manager;
  • Support identification and elaboration of new project proposals and budget development.
  • Support in the development of WeWorld strategy and its implementation in the area, in coordination with the Operations Manager;
  • Ensure that implemented projects are positively impactful and achieving the promised outcomes 
  • Communicate permanently with target communities to explain the character of the program, assess risks, feasibility, etc;
  • In coordination with the Operations Manager and other departments, monitoring the coherence between project implementation and objectives of the project proposal, and suggest possible improvements;
  • Define and supervise, in coordination with the Project Managers, a result focused monitoring plan per each project

Safety and Security

  • With project staff; analyze possible risks can occurred during activities implementations and identify the risk mitigation procedures that shall be applied in coordination with WeWorld Security Advisor.
  • Apply all Security and visibility SOPs and policies
  • Report Security Incidents

Reporting and accountability

  • The Area Manager reports periodically and according to agreed schedule to the Operations Manager;
  • The Area Manager is directly accountable to the Operations Manager;

Other

  • Perform any other duty required by the Line Manager or the Country Representative

Essential Requirements

Qualifications and Knowledge

  • A university degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management or other field relevant to WeWorld interventions
  • Good knowledge of main donors’ policy and procedures (for example; OCHA Humanitarian Fund, ECHO)
  • Good verbal and written communication, interpersonal and team skills
  • Fluency in English both written and verbal
  • Valid and clean driving license.

Professional Experience

  • Minimum of 4 years of relevant working experience in management humanitarian / development programs
  • Proven experience in coordinating and managing relationships with international and local partners, organizations and stakeholders
  • Demonstrated experience in management of human and financial resources.
  • Previous work experience with international NGOs will be preferred

Computer skills, in particular Microsoft Office.
