Nurse Supervisor
Contract Duration: 6 months, with the possibility of extension
Duty Station: Gaza Strip /Palestine
Starting Date: May/2025
This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
Given the current emergency in Gaza, flexibility on the part of all PUI staff in this is regard will be appreciated and required.
Première Urgence Internationale is a French non-profit, non-political, non-religious non-governmental international organization (NGO); which has been operational in the Occupied Palestinian Territory since 2002.
PUI is operating in the West Bank, including East Jerusalem and Gaza Strip. The organization is working in different fields such as shelter, Food security and livelihoods, Agriculture, Heritage, Economic recovery and Cultural Heritage.
PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of international humanitarian/human rights law in both the West Bank (WB) and the Gaza Strip (GS). It combines several sectors of intervention to prevent the loss of livelihoods and displacement of populations as a consequence of protection threats, addresses the lack of services (Health, Education, WASH), and the lack of access to agricultural lands or job opportunities.
Overall Objective
The Nursing Supervisor will be responsible for leading, supporting and coordinating the nursing team at Al Hekker PHCC. The Nurse Supervisor will ensure that daily clinic activities follow PUI’s, and national, technical standards, protocols, policies, and procedures, and communicate any issues directly and immediately to the Medical Team Leader. In addition to the supervision duties, the Nurse Supervisor will also be expected to perform clinical duties relevant to his/her role as a nurse. She/he participates in the capacity building of the PHCC health workers. The Al Hekker PHCC Nurse Supervisor is a member of the PUI team; in that capacity she/he is familiar with the philosophy, policies, goals and objectives of PUI and works collaboratively to achieve them. She/he complies with all PHCC policies and procedures, as well as patient right state and MoH regulations.
Tasks and Responsibilities
- IMPLEMENTATION AND MONITORING OF NURSING ACTIVITIES IN THE PHCC
- Ensure the implementation, monitoring and evaluation of nursing activities, according to the defined SOPs, and policies, with support of the Medical Team Leader and Health Project Manager
- Ensure the quality of nursing services and that all nursing staff adhere to correct nursing protocols and guidelines
- Alongside the nursing team, and depending on needs, directly implement nursing activities in the PHCC (triage, emergency care, administration of medications, nutrition screening, health education etc.)
- Ensure that all necessary equipment, drugs and consumables are available, and in good working condition; anticipate any needs ahead of shortages and inform the Medical Team Leader immediately of any shortages
- Supervise and assist in the nutrition screening, ensuring patients are correctly admitted into the program and/or referred as needed
- Provide support to the medical doctors by providing nursing care, assisting in patient education, referrals etc.
- Contribute to managing an efficient referral system and ensure all nursing staff are aware of the different referral pathways and that patients are referred in a timely manner
- With the Medical Team Leader, manage emergency referral cases according to PUI referral protocol
- Refer SGBV survivors to appropriate and identified partners
- With the MHPSS Officer, identify needs in psychosocial support
- Strictly follow the nutrition and drug orders as prescribed by the medical doctors.
- Maintain proper record keeping by ensuring registration of all patients, using the relevant tools (i.e. registration book, patient card, etc.).
- Ensure that nurses strictly follow the national CMAM guidelines in the care of all children admitted into the nutrition program
- Supervise and support activities in the Mother and Baby Corner
- Ensures that all health, nutrition, and hygiene promotion education is conducted to a high standard utilizing national and international protocols
- QUALITY ASSURANCE OF PATIENT CARE AT THE PHCC
- Ensure all clinical nursing staff adhere to infection-prevention-control and waste management policies and protocols, medication administration and storage procedures, and controlled substance regulations, as per PUI SOPs, national and international guidelines.
- Work closely with the nursing staff and contribute to their capacity building in quality assurance and effective patient care:
- Work within the multidisciplinary team to ensure high quality patient-centred care and continuity of care.
- Contribute to the monitoring of the PHCC pharmacy: availability of the relevant drugs and medical supplies.
- Contribute and monitor the quality of the disinfection and sterilization process of the material and medical equipment.
- Participate in the monitoring of the waste management according to PUI waste management procedures.
- SUPERVISION OF NURSING STAFF AT THE PHCC
- Ensure the nursing team provides a high standard of medical care, and adheres to PUI procedures, as well as MoH guidelines
- Ensure workflow and service provision is managed effectively
- Ensure proper completion of patient registration books, nutrition registration cards and health files
- CAPACITY BUILDING OF NURSING STAFF AT THE PHCC
- Build team capability through professional and personal development, coaching and mentoring
- Undertake regular training needs analysis for the nursing staff
- Develop training plans, in collaboration with the Medical Team Leader and Health Project Manager
- Organize teaching sessions, in collaboration with other teams, to ensure an integrated approach to capacity building
- Regularly evaluate team performance, to identify knowledge gaps and ensure implementation of evidence-based clinical care
- MEDICAL DATA COLLECTION AND REPORTING
- Assist the Medical Team Leader in the weekly collection of patient data and reporting as may be needed
- Ensure that daily, weekly, and monthly reporting is completed and sent to the Medical Team Leader on a timely basis
- Ensure data collected at the PHCC is of high quality and free of errors
- Report the progress or problems in the PHCC activities promptly to the Medical Team Leader.
In general, the Nursing Supervisor should be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services and perform other additional duties on request related to his/her work.

Note:
The candidate must have permanent or temporary residence in southern Gaza Strip, close to PUIs Emergency Guest House in Deir Al-Balah & KhanYounis-Almawasi.

Required Knowledge and Skills
EDUCATION:
- Bachelor’s degree in nursing care
- Nurse Certificate and licensed to practice in Gaza
PROFESSIONAL EXPERIENCE: (Humanitarian, International)
- Minimum 2 years experience in PHCC and hospitals, ideally in a management position
LANGUAGES
- Arabic
- English
Required: Fluency in English and Arabic (both Written and Verbal).
Required Personal Characteristics (fitting into the team, suitability for the job and assignment)
- Trained Nurse, qualified from recognized Institution.
- Technical competence in dealing with patients.
- Strong interpersonal and communication skills.
- Basic knowledge of Microsoft office Programs: Word, Excel, and use of email.
- Good human relations and diplomacy.
- Analytical capacity.
- Capacity to organise the work and supervise the team.
- Able to coach and promote health care practices to community members.
- Experience in problems linked with humanitarian crises.
- Capacity to work under stressful situations.
- Communication skills.
- Good team player and leader.
- Strong commitment to support/develop capacity of PUI staff.
- Ability to work with minimum guidelines.
- Will to work in challenging environment and extra-hours if and when required.
