Office Manager
Project Description:
CNFA is seeking applications from qualified candidates for an Office Manager officer position for the USAID Quality Technologies Revitalizing Agriculture (Q’tra) Activity. The purpose of this activity will be to work with farmers in the West Bank and Gaza (WBG) to improve climate-resilient conservation and management of freshwater resources and associated ecosystems by increasing the availability, quality, and environmental resilience of drinking water supply sources. The duration of this Activity will be four years.
Position Summary:
Reporting to the Operations and Finance Director, the Office Manager will be responsible for overseeing administrative operations, ensuring efficient workflow, and coordinating tasks among staff members. S/he is responsible for office management, in regard to organizing office supplies, stationary and other resources, managing schedules, and maintaining a productive and organized work environment.
Major Duties and Responsibilities:
- Manage and supervise office administrative staff.
- Supervise and monitor the workflow and administrative budget.
- Execute all HR functions in compliance with labor laws in the West Bank, USAID, and CNFA rules and regulations.
- Maintain necessary documentation and reporting in accordance with USAID and CNFA guidelines.
- Oversee basic bank transfers and office accounting.
- Coordinate travel logistics for key personnel and visitors.
- Perform clerical duties, as needed, including copying, data entry, communications, and simple translating.
- Serve as liaison between project staff members.
- Ensure the office is kept clean and in an orderly condition and manage the flow of visitors to office locations.
- Ensure adequate classification and periodic updating of individual and collective files of personnel.
- Monitor and document the accrual and use of employee annual, holiday, maternity, and sick leave, manage staff benefits.
- Respond in a timely and professional manner to questions and service requests from employees.
- Support the implementation of CNFA ethics and compliance guidelines.
- Develop job descriptions and support staff recruitment activities, working closely with the COP, DCOP and CNFA HR Department.
- Ensures that all staff are informed of organizational policies and procedures and of any changes.
- Oversee the creation and regular maintenance of personnel files, hiring, employment contracts, compensation issues, performance review, leave schedules, timesheets, severance issues, staff management and other personnel paperwork.
- Cooperate with other members of the Finance and Administration Team to ensure that all actions and decisions are aligned with project vision and goals.
- Track exemptions and tax payments and tax issues.
- Other duties as assigned.

Key Qualifications:
- Bachelor’s degree, preferred in management, human resources, or other related area. Master’s degree preferred.
- Eight (8) years of experience in administration, human resources management/ operations roles for USAID or donor-funded projects of similar size and scope.
- Demonstrated knowledge of West Bank labor codes, insurance, personal income tax and other HR-related laws and regulations.
- Attention to detail and strong professionalism.
- Demonstrated leadership, versatility, and integrity.
- Proficient in Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.
- Fluency English and Arabic required.
