Background:
Under the guidance and supervision of the Head of Office or his/her delegate, the incumbent will be responsible for assisting in the implementation of all activities related to the work of the Office of the United Nations High Commissioner for Human Rights in the occupied Palestinian territory (OHCHR oPt). In particular, the human rights officer is expected to contribute to the implementation of an EU-funded project aimed at supporting the Palestinian Authority, the Independent Commission on Human Rights and civil society actors in the implementation of, and monitoring and reporting on the human rights obligations of the State of Palestine.
Description of Responsibilities:
- Implement the communications and visibility activities under the EU-funded project, including in particular activities aimed at raising awareness of the human rights treaty obligations undertaken by the State of Palestine in close cooperation with all stakeholders, including the Palestinian Authority, Independent Commission on Human Rights, non-governmental partner organisations and the media;
- Assist in the design, implementation, monitoring and evaluation of training and other activities on international human rights standards and mechanisms, in particular the seven human rights treaties to which the State of Palestine became a party in 2014, for a broad range of beneficiaries, including officials of the Palestinian Authority, Independent Commission on Human Rights and nongovernmental partner organisations;
- Assist in liaising with relevant Palestinian stakeholders, including government institutions, the national human rights institution and nongovernmental partner organisations. Representing OHCHR in meetings with representatives from such institutions, as well as with other United Nations bodies, programmes and specialized agencies;
- Assist in documenting and providing analyses of both specific cases as well as broad human rights trends in the oPt, based on international human rights and humanitarian law. Draft reports and communications as required; contribute to periodic reports; provide ad hoc briefings on the situation of human rights in the oPt;
- Contributing to the co-ordination of the human rights and humanitarian work of the UN Country Team, and to mainstreaming of human rights within the work of the UN in the OPT.
- Assisting in providing adequate support to visits to the region by independent human rights experts and OHCHR missions;
- Additional tasks as required.

Essential qualifications: Commitment to human rights and the mission of OHCHR; experience of and willingness to work in a team within a multicultural environment of women and men working together, ability to work under pressure, ability to communicate well, commitment to UN core competencies, and to the highest standards of professionalism and integrity. Enthusiasm, initiative and creativity, good interpersonal skills.
Qualifications :
Education:
University degree preferably in human rights, political science, international relations, communications or other disciplines related to human rights or development. An advanced university degree and training in communications would be an asset.
Experience:
Three years of progressively responsible relevant work experience, with good knowledge of in international human rights law and humanitarian law; demonstrated skills in conducting awareness raising activities and trainings on human rights; knowledge of and engaging with UN human rights mechanisms and the UN system is required. Experience in communications and advocacy work is desirable.
Languages:
Excellent Arabic and English (written and spoken) required, working knowledge of Hebrew is desirable.
Computer skills: Good command of operational systems and office applications (Microsoft Word, Excel, PowerPoint and Lotus Notes) and designing training material on PowerPoint. Knowledge of database management is an asset.
