Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002.

Operations Officer- Maternity Replacement
For a period of 4 months.
General Objective:The overall responsibility is coordination with partners, follow up the relationships with Stakeholders, Local Councils, and other PA institutions.
The Operation Officer will support the Head of Base in participating in public and private meetings, and assist in coordination for the internal and external relations under the supervision of Head of Base.
Key Activities:
Objective 1: Stakeholder relations and humanitarian awareness: External Representation and Coordination (Acceptance strategy)
- Active coordination with Municipalities, Village Councils and Local Authority Bodies about Action Against Hunger (AAH) ongoing and future projects, principles and goals.
- Monitor and follow up issues in terms of relations with institutional actors (i.e. municipalities) and administrative bodies.
- Follow up on maintaining and/or reinforcing a Network with representatives from local institutions.
- Participate in marketing AAH on district and national/stakeholder levels.
- Support the presence of AAH work in the field through (Factsheets/Success stories/updates on the achievements/ joint events, seminars, and workshops).
- Participate in official meetings when requested and regularly meet key interlocutors.
- Responsible for an external request producers, documentation, and referral internally.
Objective 2: Stakeholders analysis and relationship with AAH follow up.
- Participate in applying, documenting, and following up with influencing model.
- Support the Head of Base (HoB) in coordinating external relations and actions.
- Participate in preparing stakeholder analysis and mapping their relationship with AAH.

Objective 3: Internal Coordination within the base.
- Participate in meetings with HoB to develop a new way of working in the office, operations, and programs in coordination with other departments.
- Initiate contact with staff in other departments to exchange detailed; substantive information and coordinate external relations and actions.
- Assist the Head of Base in the office work, planning, meeting, reporting and following up.
- Prepare the base Standard Operations Procedure (SOPs) and approaches, with the needed actions for raising team awareness and compliance.
- Support HOB in context updates and analysis, fixed meeting presentations preparation, reporting and documentation.
Objective 4: Support Strategic Planning
- Actively participate in the formulation of AAH strategies as WB base levels and action plans (including the base strategic initiatives) and follow up their application in West Bank with continuous updating and reporting to HOB.
- Participate in making clear methodology and creating a clear methodology, action plan, reports and presentations.
- Monitor, coordinate and communicate strategic objectives, and approaches with pre-identified stakeholders as seen fit.
- Participate in strategic meetings; write the needed action and MOM, with the needed follow-up and progress updates when needed.
Objective 5: Support in Security, Emergency, and Risk Management.
- Conduct the risk management exercises and awareness to the Hebron Base team.
- Prepare the base risk response plan, update it regularly, and report to Headquarters .
- Support the HOB in preparing and revising the risk analysis and response plan for their projects.
- Support the development of emergency preparedness and response plan in West Bank, update, monitor the early warning system, and participate in any emergency rapid need assessments and responses.
- Monitor and assess the security situation on a daily basis, prepare, share, and archive the security update regularly. .
- Support the HoB in proactively managing security for Hebron base (Ensuring that security considerations are reconciled with operational requirements).
- Contribute to updating the Hebron base Security plan.

- Bachelor’s/master’s degree in business administration, social sciences, economics, international development, or any related field.
- Knowledge of administrative and effective communication and have good reporting skills.
- At least two years’ experience in development or humanitarian programming.
- Experience in working/liaising with Local Governmental Units (village councils and municipalities).
- Experience in project management and monitoring, evaluation tools and methods are a plus.
- Excellent communication and interpersonal skills, including training, capacity building and presentation skills.
- Strong ability to manage and successfully conduct negotiations at different levels.
- Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
- Fluency in reading, writing and speaking both Arabic and English.
- Good skills in using Word, Excel, PowerPoint, and outlook.
- Ability to work in complex environments with challenges.
- A valid driving license is preferred and proven driving skills.
