IREX enables local individuals and institutions to build key elements of a vibrant society: quality education and innovative youth development programming, independent media, and strong communities.
In the West Bank and Gaza, IREX is implementing the USAID-funded Partnerships with Youth (PWY) program. The PWY Program expands educational and leadership opportunities for young people aged 14-29 throughout the West Bank by creating sustainable hubs for youth innovation and learning, called Youth Development Resource Centers (YDRCs). PWY supports YDRCs throughout the West Bank to offer otherwise unavailable services and programming for youth to prepare them for a successful transition to adulthood and help ensure economic and civic participation in their communities.
Summary of Position:
The Organizational Development Manager will lead and supervise a team of organizational development and partnerships specialists who will provide strategic capacity building assistance to the YDRCs throughout the West Bank. The Organizational Development Manager will act as the focal point at PWY for all organizational development training and technical assistance offered to the YDRCs and coordinate with other staff members to implement activities and meet the overall objectives of the PWY program.
Specific duties include, but are not limited to the following:
- Develop a PWY organizational development strategy for the reminder of the program with a particular focus on building the capacities of YDRCs towards viability and sustainability beyond PWY;
- Oversee the PWY Capacity Development Process for the YDRCs, which includes facilitating the implementation of the annual Organizational Capacity Assessment (OCA) with each YDRC, assisting the YDRCs to analyze their OCA results and identify priority assistance needs, and helping the YDRCs to develop a capacity building plan;
- Supervise the organizational development team in their efforts to develop and manage individual work plans for providing organizational development capacity building activities to each of the YDRCs, and create and implement outreach and resource mobilization plans for establishing and maintaining strategic partnerships at the local, national, and international levels;
- Design, facilitate, and implement training and on-site technical assistance interventions for the YDRCs on organizational development topics such as strategic planning, governance, results-based management, project management, fundraising and resource mobilization, knowledge/data management, and communications/media skills;
- Identify and manage organizational development consultants, as needed, to provide training and technical assistance to the YDRCs; establish set deliverables for each consultant intervention and ensure deliverables are submitted according to plans and contracts;
- Assist the YDRCs to institute new or improve existing systems, policies, and procedures related to organizational and financial management;
- Provide quality assurance and supervision of all organizational development assistance to the YDRCs;
- Provide mentoring and coaching to PWY staff on organizational development; and
- Perform other duties as assigned that contribute to the overall success of the project.
Qualifications and Requirements:
- At least 10 years of experience on either organizational development or youth development programs in the West Bank/Gaza or the MENA region.
- Knowledge of youth development and youth-serving organizations (YSOs) in the West Bank and/or the MENA region.
- Solid knowledge of and experience in best practices in organizational development within the NGO sector and civil society in the West Bank and Gaza.
- Experience designing and implementing organizational development training and technical assistance for YSOs or NGOs/CBOs.
- Demonstrated senior program management expertise including strategically and creatively planning to meet PWY organizational development specified objectives. As well as ability to prepare and manage a strategic plan.
- Superior writing, editing, and oral presentation skills, evidenced by professional experience.
- Ability to lead a team, as well as work as a part of a wider team.
- Previous experience with U.S. government-funded or other donor-funded programs preferred.
- English and Arabic language skills required.
