Chemonics International Inc., a leader in global development, seeks full time Citizens Outreach Component Leader for its USAID-funded Enhanced Palestinian Justice Program (EPJP) in Al-Bireh.

Position Objectives, Basic Functions/Critical Tasks:

The Citizen Outreach Component Leader will be responsible for the project objectives of increasing citizen engagement and respect for the rule of law. He/she will support capacity building of media departments within targeted justice sector institutions and oversee the provision of small/medium grants to civil society organizations. Grants under this component will support CSOs to increase citizen engagement in rule of law and justice related issues, highlight efforts to increase the efficiency and effectiveness of the justice sector, and maintain an emphasis on gender and human rights. The component lead will facilitate targeted assistance to media departments of various justice institutions to improve their outreach materials and public interaction. Activities will strengthen citizens’ knowledge of their rights and provide information on how they can access judicial services more effectively. Duties include  implementing activities, developing strategic vision, project management, ensuring coordination  with other project components, developing external relations (FC, MOJ, HJC, PJI, courts, other ministries, and civil society), and staff  supervision.

Specific tasks will include:

-Initiate, design, and oversee the provision of grants to CSOs to raise awareness on rule of law, Women’s rights, and the Palestinian Authority National Referral System. 
-Design interventions to help build the capacity of media departments within targeted justice sector institutions.
-Work closely with justice institutions to improve their outreach materials and increase public confidence.
-Design and implement activities to increase citizens’ knowledge of their rights and improve access to justice services including advertising services and procedures offered by justice sector institutions.
-Support development of public education campaigns to raise awareness of legal rights and rule of law activities.
-Support partnering justice sector institutions to conduct outreach activities in communities and schools.
-Implement awareness campaigns on a variety of topics such as gender-based violence (GBV), women’s rights, human rights, and the citizen role in reporting corruption. Works with Component 1 & 2 Leaders and team to increase accessibility to the justice sector and increase public confidence in the system.
-Establish and maintain good working relationships with CSOs, counterparts, the media, and other donor agencies.
-Contribute to the collection and analysis of statistical data and information to assist with monitoring and reporting project indicators.
-Provide written materials for the preparation of monthly, quarterly, and annual reports, work plans (weekly, monthly, quarterly, and annual), reports, email, and other written communications.
-Conduct research on a variety of topics and best practices.
-The Component 4 Citizen Outreach Leader will supervise grants staff.

Education, Qualifications and/or Equivalent Experience:

-Minimum of BA degree in relevant field.
-A minimum of 7 years of experience in a relevant field.
-Previous work on USAID or other donor-funded projects highly preferred.
-Strong communications and interpersonal skills required.
-Previous experience with public relations preferred.
-Familiarity with the justice sector in the West Bank is preferred.
-Knowledge of grants and grants mechanisms is a must.
-Extensive experience about civil society organizations working in the West Bank.
-Strong Arabic and English language skills
