Part time IT consultant

Within the framework of Program “Promotion of Vocational Training and Labour market” and in order to develop a Labour Market Information System (LMIS) the GTZ in cooperation with the Ministry of Labour, the Ministry of Education and Higher Education, the Palestinian Central Bureau of Statistics and Federation of Palestinian Chambers of Commerce and Industry are seeking to recruit a highly qualified candidates for the following tasks: 1. The expected candidate will carry out and should be able to perform the following tasks:
1. Comprehend the developed LMIS concept and review and evaluate the old LMIS program both under technical and logical aspects.
2. Identify the required components to be added to the program of the LMIS (system
analysis) and discuss the suggested analysis with the LMIS taskforce and elaborate
the feedback, integrate the additional aspects in the existing system
3. Evaluate the existing equipments (HW, networks and others) regarding operating the system at the MOL and at the labour offices and identify the essential requirements needed to operate the system.
4. Present and discuss the suggested LMIS software structure to the Computer Department / MOL and the GTZ program supervisor.
5. Prepare the work plan of the software programming of the LMIS and its
implementation.
6. Periodical follow up to the development process of the LMIS program and present reports of achievement to taskforce.
7. Supervise and follow up the implementation of the system.
8. Propose training plan for the LMIS staff.
2. Expected qualification and experience:
• Solid experience in system analyzing and software programming.
• At least 5 years in system development and development of web applications.
• BSc in computer science or software engineering or related fields
• Fluency in English both in writing ,reading and speaking
• Experience in computer networks .
• Have work experience in similar tasks
• Good experience in report writing and documentation
