JOB PROFILE
MSF Spain is looking for a skilled Personnel Administration and Development Manager in Jerusalem with a frequent travel to MSF Spain Projects in Palestine to help us in provides strategic and functional expertise and advice in learning & development, with the aim to plan and apply processes and activities that foster the development of a diverse and competent workforce to achieve the missions’ operational goals effectively and is responsible of ensuring that MSF is a Responsible employer in the mission, supports proper management of HR across the board and assumes full responsibility of all Administrative and legal issues in the Mission.

Terms of Reference of the position: PADM MSF Spain
Accountabilities based on ToR:
- Understand and stay updated on labor laws in the mission country, including any changes, by checking legal sources or consulting with legal experts and local authorities.
- Know and adapt Médecins Sans Frontières (MSF) policies, procedures, and standards related to staff working conditions, benefits, and remuneration to the mission's context, ensuring fairness and transparency.
- Ensure proper application and monitoring of internal regulations and employment contracts for national staff, aligning with local laws and MSF's HR principles.
- Work closely with the HR Coordinator (HRCo) to conduct regular meetings with staff, informing them of their rights and any changes in employment laws or MSF policies.
- Verify that all job functions and profiles comply with MSF's approved standards and any changes are pre-approved by HRCo and higher authorities.
- Ensure that staff remuneration and benefits are in line with MSF's guidelines and act as a responsible employer.
- Coordinate with the Financial Coordinator to comply with national tax and social security regulations, ensuring accurate monthly declarations.
- Alert HRCo to any legal risks within their domain and propose preventive actions, also keeping HRCo informed about employee claims.
- Ensure MSF and its employees adhere to safety and risk prevention measures per local laws and MSF policies.
- Maintain an efficient and confidential filing system for administrative and personal documents, ensuring readiness for possible evacuations.
- Keep in touch with governmental bodies, other MSF sections, and NGOs to stay informed on administrative practices.
- Master the Homère system for optimal use and data quality in the mission, acting as the technical reference.
- Collaborate with HRCo and the Logistics department to manage international and internal movements, ensuring proper accommodation for staff.
Personnel Development (20%)
- Support the HR Coordinator in defining and promoting the mission's learning and development strategy.
- Plan and oversee staff development activities, identifying learning needs to enhance staff capabilities and meet operational goals.
- Provide advice on personal development and potential growth paths for employees and their managers.
Recruitment (10%)
- Implement and oversee the MSF recruitment policy at the mission level, ensuring high-quality selection processes that adhere to MSF's principles and values.

Education
Degree in administration related studies.
Experience
Working experience of at least two years in administration. HR Manager Position is an advantage.
Languages
Arabic, Hebrew and English are essential
