MA'AN Development Center is seeking to fill the vacant position of a full time PME&R Officer based in Ramallah. 

The Purpose: 

The PMER Manager will work in strong collaboration with the programs team to ensure timely and accurate project monitoring and evaluation, quality assurance of programs, learning and reporting. The role involves collaborating with various teams to ensure effective planning, tracking progress, and reporting on outputs and outcomes. The officer will play a key role in supporting evidence-based decision-making, promoting transparency, and enhancing the overall impact of the organization's initiatives. 

 Major Duties Include: 

The Planning, Monitoring, Evaluation and Reporting Officer will have the following duties and responsibilities: 

 Planning Role: 

  1. To expand MA’AN’s relations with international and local NGOs and Governmental bodies.  
  2. To develop an annual plan for the MEAL department outlining clear responsibilities and workload distribution among department staff.  
  3. To work closely with senior management to develop and implement strategic plans and objectives for the organization. 
  4. Provide input on the development of program goals, outcomes, and performance indicators. 
  5. To assist in preparing MA'AN's annual report.  

Monitoring Role: 

  1. Design and implement monitoring and evaluation frameworks for programs and projects. 
  2. Develop, track and update the Results Monitoring Plan (RMP) to monitor the achievement of indicator targets and examine project progress towards desired outcomes and impact. 
  3. Oversee the collection of relevant data to assess the progress and impact of initiatives.
  4. Follow-up on developing the baseline studies related to the projects. 
  5. To analyze program data to identify trends, challenges, and opportunities for improvement.
  6. To provide insights to inform decision-making and program adjustments.
  7. To build the capacity of teams to understand and use planning and monitoring tools effectively.
  8. To identify and assess risks associated with programs implementation and develop strategies to mitigate risks and ensure the overall success of programs.
  9. To ensure that programs comply with relevant regulations, donor requirements, and organizational policies. 
  10. Responsible for the Project database ensuring projects information is up-to-date and accurate.
  11. Work with other MEAL coordinators to develop and update the projects monitoring plans and monitor the indicators of the project.
  12. To recommend further improvement of the project’s logical frame works.
  13. Supervision of the data collection, compilation, and analysis.
  14. To provide feedback to the Project Manager on monitoring and evaluation results.

  Reporting Role: 

  1. Prepare regular and ad-hoc reports for internal and external stakeholders and donors.
  2. Ensure that reports are accurate, comprehensive, and aligned with organizational goals.
  3. To supervise the identification and documentation of lessons learnt, and the collecting information process for case studies; writing and preparing success stories.
  4. To assist in preparing quarterly and annual progress reports.
  5. To assist the Programs Director in preparing quarterly and the annual report of MA’AN.
  6. To collaborate with programs managers, field teams, and other departments to gather relevant information for reporting.
  7. Foster a culture of collaboration and information sharing within the organization.

 Evaluation Role:

  1.  Monitor and evaluate overall progress on achievement of results. 
  2.  Facilitate the process of the external evaluation of projects. 
  3.  Oversee the development of all monitoring and evaluation deliverables. 
  4.  Coordinate and conduct evaluations with partners and different stakeholders, including design, data collection, management, and analysis. 
  5.  Coordinate and lead Monitoring and Evaluation activities with support from other programs team.

متطلبات الوظيفة

Job Qualifications: 

  1. BA or MA degree in a relevant field (e.g., international development, social sciences, management, economics, business administration, or related field.).  
  2. A minimum of four years’ experience in MEAL in NGOs. 
  3. Proven experience in program planning, monitoring, and reporting within the non-profit sector. 
  4. Strong understanding of monitoring and evaluation methodologies and tools. 
  5. Excellent data analysis and reporting skills. 
  6. Familiarity with donor reporting requirements and compliance standards. 
  7. Effective communication and interpersonal skills. 
  8. Ability to work collaboratively in a team and coordinate with diverse stakeholders. 
  9. Proficiency in relevant software and tools for data management and reporting. 
  10. Experience & familiarity in Palestinian issues and the NGO sector. 
  11. Valid driver’s license an advantage. 

Skills and Personal attributes: 

  • Proficiency in writing in English and Arabic 
  • Experience in Qualitative and Quantitative Research.  
  • Computer skills (MS-Office including MS-Project and COBO). 
  • Strong written and oral communication skills. 
  • Adept skills in project cycle management. 
  • Ability to work under pressure.
