Policy and Advocacy Expert

From Grove to Market –Making the olive market work for subsistence and small-scale farmers in
the occupied Palestinian territories

Within the framework of the project entitled “From the Grove to the Market” which is sponsored
by the Swiss Agency for Development and Cooperation, SDC, and implemented by Bethlehem
University’s Fair Trade Development Center (FTDC) of the Institute for Community Partnership,
Applied Research Institute Jerusalem (ARIJ), The Economic and Social Development Center of
Palestine (ESDC), Business Women Forum (BWF) and Oxfam GB and in partnership with The Olive
Oil Cooperatives Union (OOCU) that aims at enabling small and medium scale farmers from
vulnerable and poor households in the West Bank to have fair and equitable access to commercial
markets within a conducive institutional and policy environment, resulting in increased food and
income security and greater resilience to, and ability to respond to, shocks and disasters. The project seeks to assist national olive oil representative bodies to promote the interests of the Palestinian olive oil sector stakeholders and to help advocate for a supportive, gender equitable legal environment.

The project is seeking to hire the services of a “Policy and Advocacy Expert” to be stationed at the
offices of the Olive Oil Cooperatives Union in Ramallah.

Responsibilities:
The Policy and Advocacy Expert shall perform the following duties:
-Take active part in formulating the Policy and Advocacy strategy in cooperation with OXFAM
GB advocacy expert;
-Develops partial and operational plans in light of the developed Policy and Advocacy Strategy
-Designs plans and activities that assist in activating the participation of OOCU’s members and
promotes the women’s farmers membership;
-Helps in designing promotional materials that promotes OOCU’s role among members and
the public alike
-Launches promotional campaigns that assist in positioning OOCU as one of the main representative of the olive oil sector with regards organization, extension services and marketing;
-Institutionalize policy and advocacy knowledge and skills within OOCU’s capacity;

Minimum Requirements:
-Bachelor degree in media, social sciences or any related field, Master degree is an asset;
-Three years experience in advocacy and lobbying;
-Capable of working under pressure;
-Ability to travel in the different parts of the country;
-Good knowledge of the Palestinian olive sector;
