Project Title: Strengthening community responses to economic and social marginalisation of vulnerable families in Hebron

Background:
SOS Children’s Villages and Rural Women’s Development Society-RWDS have jointly implemented the Civil Society In Development-CISU funded project: “Strengthening community responses to economic and social marginalisation of vulnerable families in Hebron”. The project period was three years and ended by December 2016.

The project was implemented both in Hebron District in the rural towns, Dura, Samua, BeitUla, Halhoul, BeitUmmar and Sair, the city of Hebron, and in the old city of Hebron. The project’s implementing partners are 11 local Community Based Organizations (Local NGOs and Clubs) in the targeted areas.
The project has worked to build the capacity of the local Community Based Organizations-CBOs to respond to the needs of the most vulnerable families in the local communities, and build capacity of volunteers with teaching backgrounds to give education sessions. Through these interventions the project has worked to support individual families in the target group by addressing psycho-social problems and mental illness, while enhancing their economic self-sustainability through IGA efforts.

The project is part of SOS Children’s Villages Palestine larger programme termed Family Strengthening Programme (FSP) and RWDS’ programme to empower marginalised women and communities. At the beginning of the project, a baseline study was conducted. That entailed mapping out individual families’ situations, CBOs’ capacity, use of and access to public services, school attendance etc. The evaluation report needs to track that study to observe the results of the intervention of the project.

Project’s Objectives:
Overall objective:
Civil society and relevant authorities are able to address economic and social marginalisation and promote mental health.

Specific objectives:
1-6 CBOs in the Hebron District are enabled to more sustainably – economically and organisationally – respond to community needs of especially vulnerable families by the end of February 2017
2-94 families in the Hebron District are increasingly using psycho-social services and have increased their psycho-social well-being by February 2017
3-By the end of January 2017 the educational performance of 160 vulnerable and underperforming children (age 6 – 13 years) has increased.
Purpose of the evaluation:
The purpose of the evaluation is to provide a comprehensive report measuring the project results and impact in the lives of the beneficiaries and the involved CBOs at the end of the project. The report will provide a description of the beneficiaries’ actual situation in comparison to the results of the baseline conducted in 2014. It will determine how the project has met set indicators and objectives throughout the course of implementation.

To be assessed:
-Assessment of income and economic situation of the targeted families targeted directly (individual Income generating activities- IGAs) or indirectly (CBO based IGA) by the project and of the CBOs for current profit from existing IGAs.
-Assessment of financial and Functional management of the 11 CBO’s participating in the project using MANGO or other relevant tool.
-Assessment of key members, staff and volunteers’ knowledge and capacity related to offering social services for the local community such as; organizing and managing support groups, and mental health counselling.
-Conduct an assessment of mental health services provided to patients and their spouses provided by the government and by NGOs specialized in this field in the target area.
-An assessment of educational performance of children in the target group of the project, this should include children enrolled in the SOS Family Strengthening Programme who got the education extra sessions during the project
-Qualitative interviews with trained volunteers who have given the extra classes to FS children in need.

Methodology:
The evaluation report will provide both quantitative and qualitative data to evaluate the project. The scope of the quantitative data is to provide a statistical overview of the target group and beneficiaries of the project. The qualitative data collection will provide insights to e.g. communities, CBOs, public services related to mental health.
The data should be collected from SOS PS’ own Family Strengthening Programme data, interviews with key SOS Staff, CBO volunteers, members and staff, and FS participants and project beneficiaries.

Expected deliverables:
-Detailed evaluation framework/design and implementation plan, including data collection tools, agreed with SOS PS and RWDS.
-Presentation of findings and final evaluation report in English and Arabic by the 15th of February 2017

Qualifications:
-Post-graduate degree in Social Sciences, Policy Studies, Education or Development Studies with proven experience in qualitative and quantitative data collection and analysis; experience in Psychology, Mental Health Social Work or Social Services is preferred.
-Proven experience in conducting research, baseline studies, evaluations and impact assessments.
-Strong command of the English language, especially strong English language writing skills.
