Assignment Title: Preparing Preliminary Feasibility Assessments & Business Plans

Under the Regeneration of Historical Centres in Local Government Units Project “RHC”.
Reference No.: RHC/ A 01 02.1a/1

The Palestinian National Authority (PNA) has received a grant from the Government of the Kingdom of Belgium towards the cost of “Regeneration of Historical Centers in Local Government Units Projects- RHC”
The Ministry of Local Government (MoLG) is the implementation agency for component one of this project. The MoLG intends to use part of the grant for consulting services “The Services” to prepare “Preliminary Feasibility Assessments & Business Plans”. This assignment is an essential part to support the local government units in developing their local economy through the regeneration of the historic centres.

Preliminary Feasibility Assessments & Business Plans Assignment: is essential for ensuring sustainable and viable regeneration of the Historic Centers targeted by the RHC through assessing the feasibility of each potential business proposed in the Regeneration/LED Programs as well as ensuring that the potential businesses partners will have a clear business plan for operating and steering their businesses properly where potential business partners will be from the CSO’s, private and public sectors.
The main objective of this assignment is to develop preliminary feasibility assessments and business plans (within five HC’s) for potential businesses to ensure sustainable and viable regeneration of the historical centres.
The Ministry of Local Government (MoLG) now invites eligible qualified individual consultants to provide information indicating their qualifications, experience and appropriate skills to perform the Services. The consultant should have the following qualifications:
-At least of a BA degree in economics, business administration, Finance, development, or related fields;
-At least 5 years practical experience in business planning, feasibility studies, and programs/projects development;
-Familiarity and understanding of local economic development challenges;
-Experience in working in the historic centers is an asset;
-Excellent research and analysis skills;
-Excellent communication and facilitation skills; and
-Excellent writing and reporting skills (English, Arabic).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [ under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers,  ("Consultants Guidelines"), setting forth the World Bank’s policy on conflict of interest.
Individual Consultants shall be selected through comparison of qualifications of those who have expressed interest in the assignment.
Interested  individual consultants may obtain further information at the address below during office hours between 9:00 to 3:00 from Sunday to Thursday.
Expressions of interests must be delivered to the address below (in person, or by mail, or by fax, or by e-mail), the deadline for receiving the expression of interest (EOI) is by Thursday 14 February 2016, before 1:00 pm.
