Summary: Creative Associates seeks a Primary Education Officer for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, and civil society partners to strengthen early childhood and primary educational opportunities through quality high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus include strengthening foundational skills in literacy, numeracy, social emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.
The Primary Education Officer will work from the project office in Ramallah and support remedial education programming and the implementation of Extracurricular activities in West Bank and East Jerusalem, and may coordinate with technical staff in Gaza, as needed.

Reporting & Supervision:
The Primary Education Officer will report directly to IR2.
Responsibilities: The Primary Education Officer will work closely with and report to the IR2 (Primary Education Component) Lead to support the implementation of primary education activities, including effective remedial education strategies to improve equal access to quality remedial opportunities for primary grade students, and implementation of extracurricular activities and recreational activities for grads 1-6. This role involves frequent field visits, coordination with project partners, and ensuring quality implementation of project activities.
Specific responsibilities include, but are not limited to the following:
Field Monitoring and Support
- Conduct regular field visits to observe, assess and ensure the quality of primary education activities implemented by project partners.
- Provide on-site support to partners to ensure activities align with project objectives and quality standards.
- Document observations, challenges, and best practices during field visits.
- Observe and evaluate teachers' and CBOs' ongoing performance in delivering primary education activities.
- Ensure that all assessments, follow-ups, and weekly progress reports are completed in a timely manner.
Implementation Tracking and Reporting
- Track the progress of primary education activities against project plans and timelines.
- Prepare detailed reports on activity implementation, highlighting successes, challenges, and areas for improvement.
- Ensure teachers and partners submit progress reports for each student and class as required.
- Proofread and review assessment and progress reports written by teachers and CBOs.
- Contribute to improving extracurricular and skill-building programs, ensuring they are accessible and beneficial to students.
- Maintain quality, up-to-date documentation for all related activities and work.
Partner Coordination and Support
- Liaise with project partners, schools, and community-based organizations (CBOs) to ensure smooth implementation of primary education activities.
- Assist in organizing and facilitating coordination meetings and workshops as needed.
- Support the preparation and delivery of training sessions for primary school teachers, youth leaders, and community volunteers.
- Participate in training non-government primary school teachers, youth leaders, and community volunteers, enhancing their capacity to offer effective remedial and supplemental education programs.
- Coordinate with local NGOs, community-based organizations, and education stakeholders to facilitate the delivery of high-quality, non-formal education services.
Quality Assurance
- Monitor the quality of implemented primary education activities against established project standards.
- Assist in developing and maintaining quality assurance tools and processes for primary education activities.
- Provide samples of individualized programs and lesson plans in specific curriculum areas as part of differentiated instruction.
- Support the implementation of successful primary education activities, ensuring all activities and sessions adhere to safe learning principles.
Data Collection and Analysis
- Collect relevant data during field visits to inform project monitoring and evaluation.
- Participate in administering assessments in coordination with the MEL team.
- Assist in analyzing data to assess the effectiveness of primary education activities, including remedial and extracurricular programs.
- Collaborate closely with the Monitoring and Evaluation team to monitor the quality of implementing primary education activities.
Stakeholder Communication
- Communicate regularly with teachers, colleagues, parents/guardians, and partners regarding student progress and needs.
- Contribute to preparing reports about primary education activities, their progress, and areas needing improvement. Other related tasks or duties may be assigned.

Qualifications:
- BA degree from an accredited university in education or related field.
- Minimum of 6 years of prior work experience and minimum 2 years working experience in the field of primary education, remedial education, or related experience.
- Experience designing and delivering remedial education programming, including facilitator training and development.
- Solid experience in assessing, analyzing results, designing, implementing and following evidence-based interventions.
- Experience working in developing and/or humanitarian contexts within the Education sector and an understanding of the local context in West Bank, Jerusalem and Gaza.
- Significant experience integrating PSS/SEL, inclusive practices, and interactive approaches in the development of remedial education strategies and materials.
- Experience in using assessment and measurement tools and developing materials for measuring primary education learning and/or remedial education outcomes
- Strong leadership skills and the ability to develop relations with technical staff, local counterparts, donors, and other stakeholders.
- Minimum two (2) years of work experience West Bank or Gaza.
- Strong communication skills, both verbal and written.
- Fluency in Arabic and working proficiency in English.
