Global Communities is seeking a Private Sector Engagement and Liaison Manager for the USAID West Bank/Gaza Pioneers-Raedat Project. This five-year $35M program is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).
The role of the Private Sector Engagement and Liaison Manager is to provide primary support to the Economic and Private Sector Engagement Team Leader, aligning efforts with Raedat's objectives. The incumbent will collaborate closely with the private sector, SBC, and leadership and capacity-building teams within the Raedat activity. Key responsibilities include the implementation of private sector engagement strategies, fostering and managing relationships with the private sector, private sector associations/organizations, universities, and other stakeholders. The primary goal is to enhance women's access to jobs and leadership roles in the private sector. The position involves identifying sector-specific opportunities to improve the work environment, promote gender equality in recruitment and retention practices, and facilitate the advancement of women into leadership roles within targeted sectors and beyond.
Roles & Responsibilities
- Work closely with the Economic and Private Sector Team Leader to develop and implement a comprehensive private sector engagement strategy aligned with the Raedat Project objectives.
- Develop a comprehensive detailed work plan for key activities outlined in the private sector engagement strategy. Contribute actively to creating overarching project work plans, reports, and budgeting processes.
- Facilitate the establishment and maintenance of relationships/partnerships with private sector organizations and private sector entities, business groups, organizations, and other stakeholders to optimize project outcomes.
- Collaborate closely with the Economic and Private Sector Engagement Team Leader, to coordinate and exchange experiences, best practices, and business promotion mechanisms among private sector partners.
- Identify private sector enterprises poised to benefit from university student internships.
- Coordinate efforts to identify the challenges and possibilities for women’s economic empowerment and career advancement in the targeted sectors.
- Design market-driven interventions and incentives to actively engage more women and youth, aligning with identified trends.
- Collaborate with the leadership and capacity-building team to identify and pilot market-driven strategies. Forge linkages between the private sector partners, universities, and educational /training service providers through pilot initiatives.
- Coordinate with the leadership and capacity-building team to develop a private sector capacity-building plan tailored to their needs for sustained system change.
- Uncover exemplary figures within the private sector to bolster the execution of project interventions; and establish a network of private sector champions to advocate for the project’s goals.
- Manage a well-structured documentation and filing system for the component including documents, and photos, and keep track of beneficiary count records and maintain the database in coordination with the MEL team.
- Coordinate cross-cutting activities with the Raedat team, collaborating with various components/units to ensure effective contributions to overall Raedat objectives in a gender-sensitive manner.

- Bachelor’s degree in a relevant field, such as business administration, economics, or international development.
- Minimum of 5 years of experience in private sector engagement, business development, or economic development, preferably in international development projects.
- Proven track record in designing and implementing private sector engagement strategies contributing to Project objectives.
- Strong negotiation and networking skills to build productive partnerships with private sector stakeholders.
- Knowledge of the economic landscape and challenges in the West Bank and Gaza.
- Demonstrated ability to create and maintain effective working relationships with stakeholders, CSO partners, and international donor agencies.
- Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
- Languages: Full Professional Proficiency in spoken and written English and Arabic are required.
