UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socio-economic resilience. Since its establishment, UNDP/PAPP has delivered over USD 1.5 billion in development assistance to the Palestinian People.
UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment and private sector development; environment and management of natural resources; and public and social infrastructure.
The United Nations Development Programme / Programme of Assistance to the Palestinian People (UNDP/PAPP) is seeking a qualified candidate for the vacancy post of Procurement Analyst in the Jerusalem office. The Procurement Analyst promotes a client, quality, and results-oriented approach in the Unit and will work in close collaboration with the Management Support, Operations, Programme and project teams in the CO, UNDP HQs staff to successfully deliver procurement services
Duties and Responsibilities
- Inputs to elaboration and implementation of operational strategies focusing on achieving the following
- Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, analysis of parameters in support of proper design and functioning of a client-oriented procurement management system.
- Office Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs)in Procurement, control of the workflows in the procurement Unit in coordination with supervisor.
- Analysis and proposals on cost saving and reduction strategies in the Office.
- Analysis and proposals on elaboration of contract strategy, sourcing strategy, quality management, supplier selection, improvement of procurement processes in the Office.
- Supports management of procurement processes for Office, NEX/DEX projects and the requests from other UN agencies focusing on achieving the following:
- Analysis of information for preparation of procurement plans for the office and projects and monitoring of their implementation.
- Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
- Preliminary review of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
- Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Follow up on timely corrective actions on POs with budget check errors and other problems.
- Elaboration of proposals and implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement.
- Implementation of harmonized procurement services and elaboration of proposals/analysis of requirements on common services, introduction of joint procurement for the UN Agencies in line with the UN reform.
- Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:
- Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms.
- Implementation of e-procurement module.
- Ensures facilitation of knowledge building and knowledge sharing in the Office focusing on achievement of the following results:
- Participation in the organization of training for the operations/ projects staff on Procurement.
- Synthesis of lessons learned and best practices in Procurement.
- Contributions to knowledge networks and communities of practice.
- Perform other duties as assigned by the supervisor.
- Institutional Arrangement
The Procurement Analyst will work under the guidance of the Operations and Services Manager and direct supervision of the Procurement Analyst. The position doesn’t have a supervisory role.

Required Skills and Experience
Education:
- Master’s Degree or equivalent in Supply Chain Management, Business Administration, Public Administration, Finance, Economics or related field or a Bachelor’s Degree in Supply Chain Management, Business Administration, Public Administration, Finance, Economics or related field with two additional years of experience.
Experience:
- 2 years of relevant experience at the national or international level in procurement management for a Bachelor's degree
Required skills
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web-based management systems is required.
Desired skills in addition to the competencies covered in the Competencies section
- Experience of civil works procurement is an asset.
- Experience in international or non-profit organizations and its management is desirable
- Knowledge of the UN system and familiarity with UNDP procedures would be an asset.
- Procurement Certification is an asset.
- Working knowledge in Hebrew is desirable.
Required Language(s)
- Proficiency in English and Arabic – oral, written and spoken is required.
