Procurement and Logistics Officer
Procurement
- Ensures strict application and respect of WW-GVC and donors procurement procedures and guidelines
- Support Base Logistics and admin staff in implementing correct procurement procedures with the supervision of the Procurement and Logistic Manager
- Responsible to implement procurement procedures including competitive bidding, local & international tendering with the supervision of the Procurement and Logistic Manager
- Support Project Managers, Project Focal Points and Procurement and Logistic Coordinator in implementing correct procurement procedures;
- Responsible for drafting of Tender Dossiers and related documentation at area level;
- Responsible to implement and follow up procurement procedures including competitive bidding, local & international tendering with the supervision of the Procurement and Logistic Manager;
- Support the Evaluation Committee during the evaluation session and responsible for drafting the Tender Evaluation Report;
- Drafting Supply, Service, Works and Framework Contracts;
- Responsible for following up the contracts;
- Coordinate with the Local administrators and Procurement and Logistic Manager to ensure correct payment terms and schedules are respected for supplier payments;
- Compliance to procurement procedures across WW-GVC mission and prevent risks of fraud, collusion, and conflict of interest;
- Responsible for archiving of procurement documents (both hard and soft copies) to ensure effective organization and compliance for audits and reviews;
- Provide timely, correct and complete procurement-related documentation and data for interim and final reports to the Procurement and logistics Coordinator, in coordination with Project Manager / Project Focal Points and Finance Department, according to donors’ requests.
Logistics
- Fleet management at area level: i.e. controlling fuel monthly reports, respect of internal protocol (logbook well filled in, GPS reports follow-up, etc.);
- Supervise the correct use and maintenance of the organization premises, guest-rooms and guest-house, in coordination with the Procurement and Logistic Coordinator and the Area Manager;
Ensure the implementation of a streamlined assets/equipment management system (including coding, follow up and handover process
- Responsible for distribution and monitoring of existing assets/equipment of the office, according to operational needs;
- Coordinate with the Operations Unit to ensure supply chain is highly functioning and efficient.

Degrees/qualifications in logistics, trading, business, project management, engineering
At least one-year previous experience in logistics and procurement.
Good knowledge in procurement guidelines and procedures.
Good knowledge of the social and economic Palestinian context and the Palestinian market.
Excellent communication (oral and writing) skills in Arabic and English
Quality required:
Excellent team spirit, high ethical standards and coordination skills
Dedicated and able to manage stressful situations
Highly organized and details oriented
