Procurement Assistant
AMIDEAST is an international, non-profit, educational organization in the West Bank and Gaza with offices throughout the Middle East and North Africa. AMIDEAST is recruiting two Procurement Assistants to be based in its Ramallah office for the USAID-funded Leadership and Teacher Development (LTD) Program. LTD is four years program started May 2012 and is planned to be concluded in May 2016.
Procurement Assistant (2 vacancies):
Procurement Assistants will be responsible for the implementation of procurement plans in accordance with AMIDEAST's and USAID's policies and procedures. The plans include commodities, services and work to be procured for around 300 beneficiary schools through the end of the program. These positions will receive general supervision, administrative guidance, and day-to-day supervision from the Operations and Compliance Manager. Specifically, the Procurement Assistant will have the following duties:
Overall Position Responsibilities:
-Work with the program departments, MoEHE teams and beneficiary schools to finalize their procurement needs;
-Review, refine and compile the lists of commodities and services identified by the beneficiary schools;
-Prepare procurement plans of commodities and services;
-Implement the procurement activities in accordance to USAID and AMIDEAST regulations;
-Prepare tender documents , including Bills of Quantities and Technical Specifications for the needed commodities/services/works
-Follow on the Tenders and Request for Quotations, including receive, review and analyze the offers submitted by vendors, prepare awarding recommendation report … etc.
-Develop and maintain updated lists of short-listed vendors;
-Maintain and update tracking sheets for contracts and purchase orders;
-Follow on contracts implementation and inspect the related deliverables;
-Coordinate with suppliers and relevant local authorities;
-Provide the required data and documentations for payment processing and monthly Sub-award Report;
-Collect the vetting information and prepare vetting requests;
-Participate in the preparation of reports required by AMIDESAT and USAID;
-Ability to travel within West Bank and Jerusalem
Minimum Qualifications and Required Skills
-Bachelor’s degree preferably in accounting, finance, business administration, or related field.
-At least two years of relative experience, preferably working with similar USAID funded projects.
-Fluency in English and Arabic.
-Precise attention to details, organizational and analytical skills, and multi-task oriented.
-Excellent knowledge of software applications: Word, Excel, PowerPoint, Internet, and e-mail.
-Team-work player and has a valid driving license
