The Program / Department / Team (Program / Department Summary)

The Operations Department, including, Procurement, Administration, Logistics, Permitting, and Security, provides crucial support to enable the effective implementation of all MC programs. It ensures that all MC activities follow MC Global and National policies and procedures and are in compliance with donor rules.  It also ensures staff can complete their jobs in a safe, secure, and supportive manner with clear responsibilities and rules.

The Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, vehicles fleet management, facilities & office management, permitting and security for successful program implementation. 

The Position (General Position Summary)

The Procurement Assistant is responsible for facilitating the procurement aspects of Mercy Corps’ procurement operation.  Working closely with Program, Administration, Finance, and Logistics, the Procurement Assistant is instrumental in supporting program activities through their services.  

Essential Responsibilities

  • Conduct WB procurement activities, including completing purchase requests and other documents, collecting quotations/bids, interacting with vendors, and updating the Procurement Database and other files. Support in receiving, opening bids/quotations, and preparing evaluation documents when needed.
  • Ensure that all payment documents are reviewed/complete and signed by the relevant staff/beneficiaries and submitted to the finance department.
  • Supports requestors to prepare complete Procurement Requisition Forms.
  • Maintain and update the suppliers list by collecting Supplier Information Forms (SIF).
  • Provide support for the procurement officers as needed.
  • Visits suppliers (company site, stores, and/or production facilities) to collect information and price offers and sign documents as needed.

Accountability

Reports Directly To: Senior Procurement Officer.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, and other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills

  • Formal qualification in a relevant business field is desired.
  • 1 – 2 years of experience in the field of Procurement and Logistics.
  • Good oral and written English skills.
  • Good computer skills in MS Office programs, especially in MS Excel.
  • A clear understanding of procurement ethics and donor compliance is essential.

Success Factors

The successful Procurement assistant will assist procurement tasks in delivering successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines, and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments, and make effective written and verbal communication a priority in all situations.
