Position: Procurement & Compliance Officer
Location: Ramallah / West Bank

Global Communities is seeking a Procurement & Compliance Officer for a USAID-funded Household WASH program in Gaza. The three-year program will improve human health, environmental health and livelihoods in vulnerable communities by increasing access to facilities and services for safe domestic water and improved sanitation. Priorities include: 1) Providing durable solutions to vulnerable communities, such as the establishment, extension or rehabilitation of water distribution networks and sanitation systems at the household and neighborhood levels; and 2) Increasing emergency WASH preparedness interventions to mitigate and reduce rainwater and sewage flooding risks in vulnerable communities.
Summary
The Procurement & Compliance Officer will provide support to the Procurement and Compliance Manager in overseeing procurement processes, ensuring compliance with organizational policies, donor requirements, and applicable regulations. The officer will be responsible for developing procurement plans, drafting solicitation documents, receiving bids, preparing evaluation reports, and maintaining procurement and vetting records. The officer will also assist in monitoring and tracking the use of vendors, maintaining contact databases, and supporting the annual physical inventory process. The officer will work closely with project staff, vendors, and grantees to ensure compliance with relevant regulations and policies.
Responsibilities:
- Develop procurement plans in coordination with the Procurement and Compliance Manager.
- Draft solicitation documents for inviting and receiving bids, ensuring appropriate and latest specifications are used, and in compliance with organizational and donor requirements.
- Arrange for receiving bids in accordance with organizational and donor rules and regulations.
- Document procurement processes and share with concerned colleagues for transparency and accountability.
- Prepare evaluation reports to support the selection of vendors in compliance with procurement policies and regulations.
- Prepare contract documents as stipulated in the relevant procurement documents.
- Maintain and update the master procurement tracker of all procurements, and report as needed to the Procurement and Compliance Manager.
- Maintain contact databases and preferred vendor list, ensuring that information is accurate and up to date.
- Assist in the process of the annual physical inventory, as required, to ensure compliance with organizational policies and procedures.
- Support the Procurement Compliance Manager in the compilation of monthly sub-award reporting, as needed, ensuring compliance with donor requirements.
- Ensure project compliance with USAID Mission Order 21, USAID Policies, and USAID/WBG mission orders and Implementing Partner’s notices.
- Collect necessary information to support the vetting process for GC Sub-awardees, trainees, and vendors, and maintain up-to-date vetting tracking sheet.
- Collaborate with procurement and project staff to track the use of vendors and alert project staff to required vetting of new organizations, companies, or individuals, ensuring compliance with vetting requirements.
- Maintain organized files for procurement activities and vetting, including paper and electronic files, for easy retrieval and auditing purposes.
- Follow up with GC team in Gaza to ensure that grant recipients comply with the terms and conditions of the grant agreements and maintain updated auditable records of all sub-grants and related documents.
- Conduct continuous monitoring of grantees' financial management performance to ensure compliance with organizational and donor requirements.
- Follow up on and review financial liquidations for compliance considerations and ensure clear and concise notes for any corrections needed.

Qualifications and Experience:
- Bachelor's degree in procurement, business administration, finance, or a related field.
- Minimum of 3 years of experience in procurement and compliance, preferably in the international development or humanitarian sector.
- Strong knowledge of procurement regulations, policies, and procedures, particularly with USAID-funded projects.
- Experience in drafting solicitation documents, receiving bids, and preparing evaluation reports.
- Familiarity with vetting processes for sub-awardees, trainees, and vendors.
- Strong organizational skills with the ability to maintain accurate and up-to-date records.
- Excellent communication skills, both written and verbal.
- Ability to work independently and collaboratively in a fast-paced environment.
- Attention to detail and ability to analyze information for compliance considerations.
- Proficient in Microsoft Office Suite, particularly Excel and Word.
- Proficient in reading, writing, and speaking in English and Arabic.
