The West Bank/Gaza Active Citizenry Activity (ACA) funded by USAID and implemented by Global Communities is seeking to hire a Procurement & Compliance Officer. ACA aims to increase citizens’ participation in civic life and support their efforts to advocate for positive changes, foster social and political advancement, and improve overall living conditions and prosperity. ACA will support the civil society sector, Palestinian citizens, media organizations, and other relevant stakeholders to become more active in civic life, decision making and advocacy for citizens’ rights and demands.
The Procurement & Compliance Officer: reporting to the Director of Procurement, Grants, and Compliance, will assist in managing the process of Procurement in supporting the project, developing procurement plans, evaluation reports, prepare contract documents as detailed below.

Responsibilities:
The Procurement & Compliance Officer specific responsibilities include, but are not limited to, the following:
- Conduct and follow up on procurement activities (Prime & Program) for ACA.
- Develop procurement plans
- Draft solicitation documents for inviting and receiving bids; ensuring appropriate and latest specifications are used;
- Arrange for receiving bids in accordance with GC’s rules and regulations;
- Document procurement processes and share with relevant departments;
- Prepare evaluation reports.
- Prepare contract documents as stipulated in the relevant procurement documents;
- Establish and maintain adequate filling system for the proper and efficient documentation of procurement activities, contracts, etc.
- Communicates with potential vendors as requested by supervisor.
- Preparations of accurate and complete information for compliance with Mission Order 21, including mandatory clauses, certifications and vetting;
- Assists ACA grants recipient in complying with procurement requirements for grants that entail substantial procurement,
- Other tasks as may be requested by the supervisor.

Qualifications
- Bachelor degree in a relevant field such as Financial Management; accounting, business administration and/or related field.
- Minimum of 3 years relevant experience with international development agencies; of which at least 1 year as USAID procurement/ Compliance officer.
- Demonstrated management and leadership skills working with large, complex USAID funded programs.
- Strong grant technical & financial management background required, including good working knowledge of USAID rules and regulations.
- Excellent analytical, planning, management and organizational skills with ability to prioritize work and meet deadlines
- Strong analytical skills coupled with a solid understanding of financial and procurement systems; Prior auditing experience is considered a plus
- Excellent interpersonal skills and demonstrated ability to work effectively with donor, community representatives and other stakeholders, and staff at all levels.
- Able to work in a normal office environment with daily travel to the field and visiting grantees as needed.
- Languages: Full Professional Proficiency in spoken and written English and Arabic are required.
