Position Summary
The Procurement, Contracts and Compliance Specialist is responsible for overseeing and managing procurement, contacts and compliance activities for the Jenin Wastewater Management and Reuse Project (Jenin WWM) according to local and national environmental standards and USAID's rules and regulations. This project is under USAID Build 4 Tomorrow.
Key Ares of Accountability
Prepare regular procurement reports and submit to the COP and construction management department
Ensure procurement compliance with all USAID regulation, especially vetting, marking and branding
Ensure compliance with USAID rules of project donations, sub-award and VATs.
Keep updated with all USAID rules of procurement contracts, sub agreements and others.
Identify potential suppliers and maintain relationships with current ones. Evaluate and choose suppliers based on various factors, including cost, quality, reliability, and compliance.
Skillfully negotiate terms and conditions with suppliers, encompassing price, payment terms, and delivery schedules, to secure favorable agreements.
Create, oversee, and manage purchase orders, ensuring they are accurate and complete.
Monitor and track purchase orders throughout the procurement process.
Conduct cost analyses a nd comparisons to determine the most cost-efficient suppliers and products while upholding quality standard.
Ensure that all procurement activities conform to company policies and relevant laws and regulations, including ethical sourcing a nd sustainabili ty considerations.
Collaborate with Construction management teams to optimize inventory levels and minimize excess or obsolete stock.
Maintain precise recor ds of all procurement activities, encompassing contracts, invoices, and receipts.
Implement cost control strategies to reduce procurement expenses while maintaining product quality and nurturing supplier rela tionships.

Experience of not less than two (2) years in procurement and contracts compliance for infrastructure construction of similar type to the construction work required under this Task Order; and English fluency.
