Procurement Coordinator
AMIDEAST is an international, leading non-profit educational organization headquartered in Washington D.C., with a network of field offices throughout the Middle East and North Africa including the West Bank and Gaza.
AMIDEAST and the Palestinian Ministry of Education and Higher Education (MoEHE) are jointly implementing the Leadership and Teacher Development (LTD) Program funded by the United States Agency for International Development (USAID). LTD is a comprehensive education reform initiative focused on improving the quality of school education through an evidence-based approach to leadership and teacher development. LTD is seeking to hire a Procurement Coordinator for the remaining duration of program.
Responsibilities:
Procurement Coordinator will be responsible for the implementation of procurement plans in accordance with AMIDEAST's and USAID's policies and procedures. The plans include commodities, services and work to be procured for up to 300 beneficiary public schools and 15 MoEHE District Offices in the West Banks. The position will receive day-to-day supervision and administrative guidance from the Operations and Compliance Manager. Specifically, the Procurement Coordinator will have the following duties:
-Work closely with the program departments, MoEHE teams and beneficiary schools to finalize their procurement needs.
-Review, refine and compile the lists of commodities and services identified by the beneficiary schools.
-Implement the procurement activities in accordance to AMIDEAST procurement standards.
-Prepare RFQ documents, including Bills of Quantities and Technical Specifications for the needed commodities/services/works.
-Follow on the RFQ processes, contracts implementation and inspect the related deliverables
-Develop and maintain updated contact list of vendors with potential business relation with AMIDAEST.
-Maintain and update tracking sheets for contracts and purchase orders and report on any deviation from the plans.
-Coordinate with suppliers and relevant local authorities of business related matters.
-Collect and examine the related documentation from vendors and recipients schools.
-Assist in preparation of the monthly Sub-award Report.
Qualifications and Required Skills:
-Bachelor’s degree preferably in accounting, finance, business administration, or related field.
-At least 4 years of relative experience, preferably working with similar USAID funded projects.
-Fluency in English and Arabic.
-Team-work player and multi-task oriented.
-Precise attention to details, organizational and analytical skills.
-Strong oral and written communication skills.
-Excellent knowledge of MS applications, preliminary Word & Excel.
-Valid driver’s license (mandatory) and ability to travel within West Bank.
