The Coastal Municipalities Water Utility (CMWU) announces the following Job vacancy:
Title: Procurement Department Manager.
Deadline for Receipt Applications: 08/04/2010
Duties:
1-Apply all CMWU policies, regulations and systems related to procurement.
2-Develop all administrative systems related to procurements.
3-Draft and prepare purchase requests; purchasing and accounting paperwork such as small purchase orders and requisitions; reconciles invoice with purchase orders in preparation for payment processing.
4-Edit and draft request for quotations (RFQ), invitation to bid (ITB), expression of interest (EOI), and request for proposals (RFP) for related works, goods, and consultancy services purchasing requirements.
5-Identify and resolve potential purchasing problems; follow up to ensure timely and accurate product delivery.
6-Correspond with suppliers for quotations; maintain contact with vendors regarding current status of purchase orders.
7-Maintain files and records of prices, inventories, deliveries, and all procurement materials.
8-Supervise the preparation of all required reports to ensure the completion on the previous duties.

Knowledge:
1-Knowledge of organizational structure, workflow, and operating procedures of water supply and wastewater utilities.
2-Knowledge of World Bank procurement guidelines.
3-Knowledge of IAS / NSA procedures involving procurement is considered an asset
 
Academic qualifications and experiences:
1-B.Sc. or higher education in business administration, engineering or relevant field.
2-At least 5 years of experience in related work.

Skills and abilities:
1-Excellent negotiation skills.
2-Implement, maintain and monitor quality assurance programs.
3-Capability to detect problems and forward reports, information to appropriate personnel
4-Skill in, personal computer word processing and spreadsheet application programs (MS Office).
5-Ability to work both independently and in a team environment.
6-Ability to communicate effectively, both orally and in writing.
7-Ability to establish and maintain effective working relationships with employees, other departments, officials and the public
