Anera is a development assistance and humanitarian aid organization that has been working in the West Bank, Gaza, and Jerusalem since 1968. Anera focuses on agriculture, rural development, water and sanitation, job creation, health, and education. Anera is announcing a vacancy for a Procurement Director for an anticipated five-year USAID-funded Gaza Health Recovery Activity (GHRA) Program. The position is full-time, based in Ramallah, and requires travel to the West Bank, Gaza, and East Jerusalem.

Project Description:
The Gaza Health Recovery Activity (GHRA) is a 5-year USAID project aimed at addressing the critical healthcare needs resulting from the ongoing conflict in Gaza. The primary objective of the project is to restore and enhance essential health services in the region amidst significant disruptions. This encompasses various health sectors, including basic and emergency curative health services, primary healthcare (such as obstetric services, mother and child health, communicable disease control, immunizations, supplementary feeding programs, and management of non-communicable and chronic diseases), secondary healthcare, treatment of physical trauma and tertiary care, mental health services, psycho-social support, and rehabilitation. The GHRA Project is currently seeking highly motivated professionals to fill the position below:
Procurement Director Job Summary:
The Procurement Director will oversee procurement activities, providing technical oversight and support to staff, ensuring compliance with Anera, host country, and donor procedures, rules, and regulations. This role involves maintaining close collaboration with the Logistics team for guidance, technical support, and reporting related to procurement. The Director will establish controls and compliance measures, and develop processes and systems to ensure transparent and integrity-driven procurement at Anera. Additionally, they will collaborate internally with the Compliance and Procurement Team, program team, Chief of Party, and GHRA Senior Leadership Team.
Procurement Director Job Responsibilities:
- Manage country procurement activities and provide technical guidance to the Logistics & Supply Chain staff, ensuring effective and timely project support.
- Conduct initial and ongoing assessments of the operational context for optimal resource planning.
- Ensure procurement activities align with applicable policies, procedures, SOPs, and guidelines.
- Actively participate in project planning, design, and budgeting to ensure the availability of required logistics, human, and material resources to support operations. Develop and implement procurement strategies consistent with the country's program/operation strategy and preparedness plan.
- Enhance coordination among logistics, program, and finance departments to establish priorities and solve problems collaboratively, improving aid delivery to beneficiaries.
- Identify and anticipate procurement-related risks and implement mitigation strategies.
- Work with country management and the Logistics Coordinator to ensure procurement needs are accurately budgeted in project proposals.
- Collaborate with department heads to develop procurement solutions and share relevant procurement information to enhance project deliverables.
- Implement, analyze, and monitor Key Performance Indicators for procurement and ensure standard reports are prepared, analyzed, and shared with stakeholders according to requirements and schedules.
- Represent Anera to community representatives, Logistics Cluster, NGO Forums, partners, and vendors.
- Contribute to the organization's positive image and credibility by adhering to Anera’s mandate, ethics, and values.
- Ensure compliance with US Export regulations and Anti-Terrorism and Prohibited Party Screening Policy within procurement activities.
- Strive to minimize the environmental impact of procurement activities.
- Accountable for the timely and transparent acquisition of equipment, supplies, and services to support and implement programs by effectively directing the procurement section and ensuring compliance with Anera, host government, and donor procedures and regulations.
- Ensure open, transparent, ethical, and competitive procurement processes.
- Map and analyze the program’s supply chain for country operations.
- Conduct regular market surveys to inform sourcing strategies. Understands the market, including item availability and costs, and identifies eligible suppliers.
- Ensure vendors are registered, assessed, and prequalified as required.
- Establish, monitor, review, and update agreements for purchasing and delivering supplies/equipment/services with supported departments.
- Ensure procurement planning timelines account for signed agreements.
- Collaborate with Project Managers/Finance to support developing project Procurement Plans and launching procurement activities, enhancing timely work-plan implementation through active participation in operational and pipeline meetings.
- Share, consolidate, and integrate Procurement Plans into the Country Procurement Strategy to implement strategic contracting in appropriate markets.
- Ensure the proper implementation of item catalog use in procurement activities, including the addition of new items as needed.
- Implement and monitor Blanket Purchase Agreements (BPAs) for essential and frequently purchased commodities/services/equipment.
- Ensure regular feedback on procurement activities is available to all stakeholders through accurate procurement trackers and updates on Procurement Plans.
- Ensure documented quantity and quality control for all deliveries.
- Monitor and document vendor performance to mitigate the risk of engaging underperforming vendors in the future.
- Ensure timely payment requests to Finance in line with contract payment terms.
- Collect and analyze productivity and quality evaluation indicators, feedback from requesters/users and business partners/suppliers, and adjust sourcing and contracting strategies to achieve the best value for money in procurement activities.
- Collaborate closely with the HQ Global Logistics & Supply Chain team to coordinate the timely delivery of international orders and other remote support activities or projects.

Expected Qualifications:
- A Master's degree in international development, Humanitarian Logistics, Supply Chain Management, Business Trade, or Humanitarian Supply Chain Management. An equivalent combination of relevant education and experience may be substituted as appropriate.
- At least 10+ years of relevant experience working in humanitarian logistics.
- A minimum of 5 years of experience working with USAID projects, specifically in pharmaceutical procurement.
- Prior knowledge and understanding of donors' rules and regulations applicable to Logistics and Procurement (e.g., USAID/BHA, ECHO, EC, DFID).
- Strong organizational and problem-solving skills with an analytical approach.
- Strong interpersonal, management, and leadership skills with experience in remote management.
- Ability to create and maintain effective team spirit and work collaboratively with staff and other stakeholders to assess needs, implement, and monitor activities.
- Ability to integrate and work well within multi-ethnic and multicultural teams.
- Advanced proficiency in Microsoft Office, with the ability to build staff capacity on designing and using Excel forms.
- Proficiency in English, with the ability to read, analyze, and interpret business contracts, technical procedures, and governmental regulations, as well as write reports.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret a wide variety of technical instructions, including in the medical field, and possess resourcefulness, flexibility, and creativity essential for working with a diverse range of program activities.
- Strong leadership and management skills with a proven ability to lead and motivate multidisciplinary and multicultural project teams.
- Proven consortium and partnership management skills.
- Demonstrated strategic thinking, creativity, acute problem-solving, and analytical skills.
- Strong interpersonal and communication skills, both oral and written.
- Familiarity with USAID BHA rules and regulations, including monitoring related compliance and mitigating risks.
- Fluency in English and Arabic (written and spoken) is required.
- Willingness and ability to travel to project sites in the assigned countries, including insecure environments, as needed.
