Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1992, SIF is a nonprofit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF is an Islamic Relief worldwide family member and intervenes in more than 30 countries around the world through operations of emergency aid, recovery and development. It is present in Asia, the Middle East, Africa and Europe. Our goal is to help people suffering everywhere in the world. SIF provides its help in the respect of the cultural diversity, without any distinction of origin, religion or sex. SIF is opening a Country Office in Ramallah.
Position:PROCUREMENT & LOGISTICIAN OFFICER
Responsible To: Head of Mission-Palestinian Territories (WestBank)
Location:Ramallah
Commencing Date: IMMEDIATLY
SUMMARY:The Procurement/Logistician Officer will be responsible for all country office
procurement, providing advice, management and coordination related to activities across a wide
range and value of contracts. S/He is responsible for ensuring that goods and services required
to support program operations are supplied in a timely manner, of adequate quality, and for the
best overall cost. Procurement transactions must be in concurrence with donor regulations, local
law and lead to the achievement of program objectives. Ensure that contracts are procured
and awarded in accordance with SIF Procurement regulations.
QUALIFICATIONS REQUIRED :
-University degree in Management, Administration, or a related field;
-Possess good oral and written skills in Arabic and English; French is a plus;
-4-5 years experience in procurement and logistics;
-Experience in effectively dealing with donor agencies –especially EU-, and other NGOs;
-Ability to work with team as well as individually;
-Ability to liaise with local authorities, NGOs, other agencies and donors;
-Work under pressure;
-Knowledge of sound procurement practices and procedures;
-Experience and knowledge of importation and distribution of commodities in the West-Bank;
-Experience in commodity management;
-Ability to exercise sound judgment and make decisions independently;
-Possess good skills in organizational and logistical arrangements;
-Good computer skills; Word, Excel, PowerPoint, Database.
-Knowledge and experience in using Microsoft Office;
-A good problem solver, analytical, creative and innovative;
-Serious, trustworthy, disciplined, dependable and responsible;
-Ability to travel in the WestBank and internationally ;
-Driving licence is an asset.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
-Assist the Head of Mission in general office operations, including being responsible for
office resources, equipment and maintenance;
-Implements the FIS in terms of purchase, storage, transport, equipment, and materials
and vehicle parks management procedures;
-Provides an efficient and relevant supply chain: shopping, transportation, delivery;
-Is responsible for tracking assets: equipment and inventory and ensure adequate controls;
-Is responsible for the functioning of assets and means of communication;
-Provides the security team and enables compliance with security rules assistant to head of mission ;
-Prepare and file VAT invoices for procurements. Create and maintain a filing and tracking system for VAT claims;
-Carry out periodic checks and monitoring reviews of partners in order to ensure compliance
with agreements, operational plans and all applicable regulations and conditions;
-Be responsible for the preparation of all procurements;
-Ensure that procurement and asset management procedures according to donors procurement
policies and procedures;
-Develop work plans and prepare reports;
-Translate documents as needed;
-Coordinate with SIF partners.
