Procurement Manager
The Palestinian Electricity Transmission Ltd. (PETL) invites applications from eligible candidates for the following positions:
Procurement Manager (Ref. #: PM/FD/2016-04)
Roles and Responsibilities:
-Participate with the Finance Director in developing the procurement function's strategies.
-Business plans and budgets in accordance with PETLs overall strategies and directions.
-Develops the Procurement function's policies and procedures to control all activities within the department.
-Coordinate the evaluation of bids in accordance with pre-established evaluation criteria.
-Invite concerned functions to participate in the evaluation, supplier interviews or any other evaluation methodology used in determining the successful supplier, as appropriate.
-Negotiate payment terms and discounts with suppliers to secure items and services in the specified form, quality, quantity and time-frame required and at the most advantageous price.
-Coordinate the delivery methods of materials/ equipment's in coordination with requesting projects, and track and expedite delivery of products and materials directly with supplier.
-Monitor supplier performance in accordance with schedule commitments, contractual requirements and quality standards.
-Control the operation’s function’s purchases and ensure that the procurement of various goods and services is made within allocated budget and in compliance with authorized purchase requests and agreements.
-Identify the contractor’s eligibility specifications and the tender documents and evaluate the subcontractors in coordination with the related departments.
-Coordinate with Warehouse functions in regards to the returned/ unused equipment's and machinery from sites and projects.
-Process and administer all freight requiring customs clearance.
-Develop and maintain supplier, vendor and subcontractor list.
-Carries out any other tasks related to the procurement requested by the direct manager.
-Evaluates subordinates performance in a fair, transparent and objective manner on a periodic basis.
-Ensures effective functional performance through attraction, development, training, deployment and motivation of competent staff within the department.
-Reports on division's overall KPI's and employee performance on a periodic basis.
Qualifications:
-B.A. Degree in Business Administration or Electrical Engineering.
-Extensive Procurement, Bidding, and Tendering Experience of 7 years required.
-Experience in importing/exporting and knowledge of all rules and legislations related to taxation.
-Experience in World Bank procurement policies, procedures, and guidelines a strength.
-Experience in Palestinian National Authority’s procurement policies, procedures and guidelines a strength.
-Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market
-Talent in negotiations and networking
-Good knowledge of supplier or third party management software
-Aptitude in decision-making and working with numbers
-Experience in collecting and analyzing data
-Strong leadership capabilities
