Procurement Manager
Chemonics International seeks a Procurement Manager for the USAID-funded Trade, Investment, and Finance Activity in the West Bank and Gaza. The Procurement Manager will work under the guidance of TIFA Operations, Finance, and Compliance Lead. The Procurement Manager will be responsible for overseeing the procurement of equipment, commodities, and services, ensuring compliance with Chemonics and USAID regulations. This role involves managing all administrative and contractual aspects of procurement while maintaining quality standards and cost-effectiveness. The Procurement Manager will also provide guidance to TIFA staff, grantees, and vendors on procurement processes, ensuring smooth and efficient operations.

Responsibilities:
The Procurement Manager key responsibilities includes, though are not limited to, the following:
- Manage all procurement processes, ensuring compliance with Chemonics policies and procedures and USAID regulations.
- Lead and/or oversee procurement processes including drafting/reviewing RFPs and RFQs, conducting bid analyses and evaluations, drafting procurement contracts, and reviewing contract deliverables.
- Ensure the accurate management and filling of all procurement records, including all solicitations, negotiation memos, consents to subcontracts, and waivers.
- Monitor, participate in, and/or witness evaluation panels for significant procurement actions.
- Manage and maintain updated vendors’ contacts and pre-qualifications lists.
- Ensure invoices are received from vendors in a timely manner and that disbursement for procurement actions are made promptly.
- Provide direction and support to TIFA operational and technical teams on effective planning and compliance with procurement procedures.
- Manage the inventory tracker, procurement databases, and asset tagging.
- Conduct price/cost/reasonability analysis, as well as market surveys, to ensure reasonable procurement decisions.
- Undertake other duties as assigned by the Partnerships Lead or their delegate.

Qualifications
- Bachelor’s degree in international development, economics, management, finance or related field or equivalent work experience required.
- A minimum of 7 years of procurement experience, preferably on USAID or other donor-funded projects in a similar position in terms of the job tasks and responsibilities outlined above.
- Ability to coordinate with external partners and monitor subcontractors and vendors.
- Strong attention to detail, high degree of accuracy, and thoroughness
- Ability to communicate in both English and Arabic.
