Request for Expressions of Interest
)Second Land Administration Project ( LAPII
The Palestine Liberation Organization for the benefit of the Palestinian Authority has applied for financing from the World Bank toward the cost of the Second Land Administration Project (the Project) and intends to apply part of the proceeds to payments for consultants’ services. The Project will be co-financed by the Government of Finland.
The Project aims to support improvements in the design and implementation of the land registration system. The Palestinian Land Authority (PLA) is the implementing agency for this project. A Project Management Unit (PMU) was established within PLA and will be composed of civil servants and consultants in various fields, to manage the overall implementation of the project. PLA is considering the appointment of qualified Procurement Officer to be responsible for planning, processing and monitoring all procurement to be carried out under the project

Tasks and Responsibilities:

Under the direct supervision of the PMU Project Director, the procurement officer will be responsible for:

-Elaborating the Project Procurement Plan and updating it on a periodic basis throughout project
implementation to reflect actual project implementation requirements;
-Assisting in the preparation of consultants’ terms of reference, and administration of their contracts, including processing contract amendments;
-Drafting bid notices and bidding documents/request for quotations for inviting and obtaining bids/quotations for Goods, Works and Non-consulting services to be financed under the project;
-Drafting requests for expressions of interest and request for proposals (RFPs) for inviting and obtaining proposals for consultants services to be financed under the project;
-Assisting in establishing procedures for receiving and opening of bids/proposals, ensuring adherence to the evaluation criteria stipulated in the bidding documents/RFPs in a professional and timely manner.
-Participating in all steps of the procurement process for each contract starting with quotation/bids and proposal opening, evaluation of quotations/bids/expressions of interest/proposals, preparing evaluation reports, contract negotiations, etc.;
-Preparing quarterly procurement reports showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions;
-Providing on-the-job training and capacity building to designated PLA staff at the HQ and regional offices on procurement issues as requested by the Project Director
-Performing other duties as may be assigned by the Project Director.

Key Qualifications:
A Bachelors degree from an accredited university in Engineering, Marketing, Business Administration, or any relevant field, a Master degree in relevant fields is desirable.
At least 5 years of previous relevant experience preferably with a World Bank financed project or other development agency.
Strong knowledge of technical and operational aspects of procurement implementation, strong supervisory, interpersonal and staff support skills, Good communication and follow up skills, Fluency in English with report writing skills, excellent computer skills and ability to work under pressure Reporting responsibilities, timeframe and contract

The Procurement Officer will be based in PMU office within the PLA headquarters in Ramallah. He/she will report to the Project Director of the PMU. The duration of the assignment is one year on a full-time basis, extendable to the full length of the project (5 years). The assignment is expected to commence on June 15, 2012.
An individual Consultant shall be selected for each of the above-mentioned posts in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011.
