Procurement Officer
CARE International in the West Bank & Gaza
CARE is seeking to recruit an experienced, committed, and suitable professional to fill the following vacancy to support a US Agency for International Development (USAID) funded project. Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by NGOs, CBOs, and private providers.
Summary
The Procurement Officer (PO) in Gaza will ensure that goods and services required supporting Health Matters program operations in Gaza are supplied in a timely manner, of good quality, and for the best overall cost. All procurement transactions are to be conducted in a manner to provide best value and within established bidding policies that are in compliance with USAID rules and regulations and proper internal control procedures. CARE policies and procedures are to be followed by the PO. The PO is also responsible for maintaining all procurement documentation and related communication.
The PO will also :
-Support and accomplish the procurement process of the required goods and services under the Health Matters Program in Gaza within established CARE and USAID policies and procedures.
-Update and Maintain different procurement reports and control tracking tools including CARE’s people soft program “PAMODZI”.
-Prepare consultant and suppliers of goods and services contracts for Health Matters program within approved policies and procedures.
-Establish contractual agreements with “preferred vendors” or indefinite quantity contracts (IQC’s).
-Prepare payments for processing and approve and send to finance, and prepare monthly cash flow report and monthly reconciliation between financial report and submitted payments to Finance.
Requirements
-Bachelor degree in Accounting, Business Administration, Public Administration, Health related field or other related fields, or combination of experience and education
-Training courses in USAID procurement rules and regulations.
-3- 4 years prior experience focused on procurement and contracts management mainly USAID projects
Computer skills; Microsoft Word, Excel, Outlook and Internet
Excellent written and spoken English and Arabic
Knowledge of PNA tax system (VAT and duty regulations)
Knowledge of USAID procurement regulations and compliance
Desired: Formal training in Procurement
Experience in PeopleSoft or a similar system
