Overview
Wefaq is an independent and non-profit Palestinian NGO with the purpose of protecting and empowering vulnerable women and children including those with disabilities survivors of GBV through women protection and empowerment, child and family protection program, and communication and advocacy program. While implementing its strategy to fulfil its vision, Wefaq is guided by international human rights principles including equity, equality, non-discrimination, empowerment and participation, accountability, and focus on vulnerable groups.
Wefaq is seeking a Procurement Officer for the (ILEED) project, Wefaq society for Women and Child Care in partnership with Global Communities implementing USAID Improve Livelihoods and Enhance Economic Development (ILEED). This project will focus on promoting resilient livelihoods in Gaza Strip and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
Under the supervision of the Reporting to the Procurement & Facility Supervisor, the procurement officer ensures the efficient management of procurement and services for ILEED in the local authorities and USAID, and will assume the following responsibilities
Roles & Responsible for:Implementation of ILEED Procurement procedures
Managing, coordinating and following up on all aspects related to procurement and bidding efficiently and effectively under ILEED project
Preparing and implementing procurement plan according to USAID policy
Concluding agreements with suppliers, preparing an updated list of approved suppliers, and ensuring that the policies and instructions issued by the company in this regard are followed
Identify all major types of supplies and services that will be needed in the near term, and conduct regular market assessments on and negotiate the best sources and prices
Monitoring and controlling payment dates and supply mechanisms
Preparing price offers and following them up properly, and completing invoices, source discounts, and all guarantees related to purchases
Receive and review all bids and quotations according to target price and specifications, and prepare a quotation summary sheet
Preparing purchase and supply orders and following them up accordingly
Follow up and meet the needs and requests of departments and branches according to the system
Ensure project compliance with USAID Mission Order 21, USAID Policies, and USAID/WBG mission orders and Implementing Partner’s notices
Collect necessary information to support the vetting process for Sub-recipient, trainees, and vendors
Submits necessary information to Global Communities and assists in managing the monthly sub-award report
Follow up with the Finance Department to ensure timely payment as stated in contracts and purchase orders and prepare the necessary documents for financial claims
Assist in preparing agreements, contracts, and memorandums governing purchasing operations, as needed

Qualification and Experience
Bachelor’s degree in Accounting, Finance, Business Administration or any related field
Minimum 3 years of professional experience in a relevant position
Good working knowledge of local laws and USAID rules and regulations
Advanced computer literacy
Proficiency in Arabic and English, reading, writing and speaking
Excellent analytical, planning, management and organizational skills with ability to prioritize work and meet deadlines
Excellent communication skills in dealing with vendors and suppliers
