CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the area of water, sanitation and environment through the implementation of projects in the field, establishing partnerships with relevant actors in the sector and thanks to active participation in the WASH cluster.

CESVI is currently implementing projects in the West Bank and in the Gaza Strip.

Under the direct supervision of the Emergency Logistics and Supply Chain Manager, the Procurement Officer will be responsible for providing technical support, guidance and execution of the procurement needs to CESVI programmes inside the Gaza Strip. The position will be based in Gaza City or  Deir Al Balah and is expected to conduct regular field visits to Gaza City. The Procurement Officer will ensure that Procurement procedures and processes are respected, unified, and in line with CESVI and donor guidelines.

The Procurement Officer may support other procurement processes and needs in CESVI’s other locations in OPT based on need.

Generic responsibilities:

  • Ensure that country Supply Chain activities comply with the Procurement Manuals, CESVI policies and donor requirements;
  • Implement CESVI’s logistics systems and procedures;
  • Management of the logistics and supply chain team during the emergency response;
  • Comply with anti-corruption procedures;
  • Contribute to filing systems/archives according to CESVI standards;
  • Provide regular analysis and reports.

Specific responsibilities:

  • Adhere to Children Safeguarding Policy, PSEA Policy, code of conduct, and report concerns.
  • Ensure that adequate support from procurement is provided for the implementation of the project objectives, primarily but not limited, to Cesvi Gaza operations.
  • Review and analyse relevant vendors/suppliers, supply, and price options.
  • Coordinate purchase requests and provide price estimates.
  • Execute procurement plans, for purchasing equipment, services, and supplies, as approved by the Emergency Logistics and Supply Chain Manager.
  • Finalize purchase orders and deliveries.
  • Locate vendors of materials, equipment or supplies; interview them and determine product availability and terms of sale.
  • Track procurement status, and payments and report regularly to the Emergency Logistics and Supply Chain Manager, and the Project Managers.
  • Maintain and update a list of suppliers and their qualifications, delivery times, and potential future development.
  • Support in examining and testing of existing contracts, and propose new conditions, when necessary.
  • Creates and maintains procurement records, ensuring accuracy and integrity of data through regular report generation.
  • Ensuring that invoices received reconcile to purchase orders; and create and match receipts to purchase orders.
  • Assist in negotiating the good-value-for-money contracts.
  • Maintain good relationships with suppliers and renegotiate prices on a regular basis.
  • Completing and handling procurement paperwork and documents when required.
  • Ensure compliance with procurement procedures in all goods and services acquisition processes.
  • Perform other tasks as requested by the Emergency Logistics and Supply Chain Manager.
