Procurement Specialist

Project Description:
Creative Associates seeks a Procurement Specialist for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.
Position Summary:
The Procurement Specialist is responsible for reviewing overall procurement processes, tracking procurements of goods and services through the procurement cycle, ensuring that adequate competition is achieved for procurements, and following USAID and Creative procurement policies and procedures. The Procurement Specialist will report to the Senior Procurement Manager.
Duties will include but not be limited to:
- Conducting market research for each type of procurement and maintaining a database of vendors and items commonly needed by the project.
- Preparing solicitations and requests for proposals or quotes for technical and operations requirements of the program
- Preparing clarification to all vendors and preparing solicitation modifications when applicable.
- Facilitating the evaluation process for each solicitation according to Creative’s procurement policy, this includes but not limited to preparing the evaluation forms and following up with the technical evaluation committee for required input.
- Compiling and reviewing estimated budgets, soliciting quotations, and determining price reasonableness in order justify award recommendations.
- Drafting the negotiation memorandum for solicitation.
- As applicable, working closely with potential subawardees to complete the Subawardee Risk & Responsibility Assessment (SRAA), sign the required certificate and the UEI.
- Conducting vendor due diligence on all prospective awardees in accordance with Creative policy and Mission Order 21.
- Preparing draft request for consent correspondence as required for the client.
- Drafting Purchase Order Agreements, Local Consultant Agreements, Fixed Price Service Agreements, and any other type of agreements required to support the project
- Ensuring payment request forms are appropriately and consistently completed before being submitted to Finance.
Processing requisitions for procurement and invoices in ReQlogic.
- Verifying deliverables are completed and invoices processed in a timely manner.
- Maintaining comprehensive procurement files, including solicitations, proposals, evaluations, award documents, official contracts, and correspondence on all procurements, following policies and local law. Files will be organized according to the procurement checklist.
- Maintaining a procurement tracker on the project SharePoint that is aligned to the annual procurement plan, updating it regularly for management.
- Ensuring confidentiality throughout procurement and vendor selection process.
- Working closely with Gaza team and Procurement Officer to ensure expediting procurement processes.
- Other tasks as assigned by the immediate supervisor.

Qualifications:
- Bachelor’s degree in business, supply chain management, logistics, management or related field; or equivalent years of experience.
- At least five to seven years of procurement-related work experience.
- Experience working on USAID or similar internationally funded programs.
- Experience in automated purchasing systems, such as ReQlogic.
- Strong knowledge of USAID procurement rules and regulations.
- Strong ability to use and develop management and tracking systems.
- Strong communication skills.
- Excellent organizational skills and attention to detail.
- Excellent interpersonal skills and teamwork.
- Ability to work under pressure and efficiently handle multiple tasks.
- Oral and written working proficiency in English.
