TERMS OF REFERENCE
 
Producing a short documentary movie about  advocacy and local awareness initiatives
 

Project: ‘Strengthening self advocacy and awareness for the rights and equal opportunities of persons with disabilities in the Gaza Strip, funded by CARITAS’.
 
 
1-CONTEXT
 
Handicap International (HI) is an independent international aid organisation working in situations of poverty and exclusion, conflict and disaster, working alongside persons with disabilities and other vulnerable groups. Handicap International is active in occupied Palestinian territory since 1996; HI gives the priority to the development of capacities of disable person's organizations at local, national, and regional level. HI aims at developing the mechanisms and capacities to enhance access to services and supporting initiatives to remove barriers and enhancing inclusiveness of the community development process. In addition to that HI gives priority to emergency response through development of capacities and contingency plans with relevant partners for a quick reaction in case a crisis occurs.
 
Toward a sustainable change for persons with disabilities, the project is going to reach hundreds of persons with disabilities, their families, and their organizations through conducting meeting, workshops, and training. As raising awareness, and capacity building are the main major components in the project, to enable persons with disabilities to advocate for their rights.
 
The project activities are targeting persons with disabilities activists’ member or not of DPOs, their families, and their organizations, which were trained on disability rights, advocacy skills and planning for advocacy and raising awareness campaigns. HI is going to launch a call for advocacy and raising awareness initiatives, the best planes will be granted to be implemented by the applicants with support from HI.
 
The plan is to present a short documentary movie covering the period from May - October 2013, to target the selected initiatives to document their various processes, objectives, activities, and results as well as HI support. 
 
2-DESCRIPTION OF THE REQUIRED SERVICE PROVISION
 
Process of the required service:

1st step: Attending the introductory meeting
Interested applicants should send their willingness to attend the introductory meeting  to explain the initiative process for the service providers no later than 15th of April 2013 by email to [email protected]

2nd step: Submission scenario of the expected short documentary movie
After attending the introductory meeting , the interested candidates are encouraged to send their ideas and offers of the short documentary movie no later 20th of Apr 2013 by email to [email protected]  or by hard copy to Osama Hamdan (HI office, Gaza, 17th Square - Al Rashid St. - Al Jamal Building -   3rd Floor).
 
The offer should include a presentation of:
-Creative ideas of the short documentary movie
-Financial offer
-References
-HI is going to send their feedback no later than 25th Apr 2013
 
 
3rd step: Following the initiatives activities to be documented by the media production company
The contracted service provider should be committed to cover the initiatives process and the expected activities, according to the validated scenario, and the time table which will be sent by HI at least one week before each activity.
 
4th step: Submission first dart samples of the short documentary movie
The contracted service provider should send the first draft sample (soft copy) of the short documentary movie to Osama Hamdan in HI Office Gaza, no later than 30th of Sep 2013
 
5th step: Subtitle the movie to English and Sign language
The contracted service provider should send a soft copy of the English subtitle of the movie content to HI for validation no later than 30th of Sep 2013,

The contracted service provider should include a sign language interpretation to the movie which needs a prior coordination with HI before selecting the sign language interpreter.
 
6th step: Recommendation and validation of the Final draft
HI will send the recommendations to the contracted service provider no later than 10th of Oct 2013 while the contracted service provider should send the final version to HI no later than 20th of Oct 2013.
 
 
7th step: Execution of the service
The contracted service provider should send the soft copy of the final translated documentary movie to Osama Hamdan in HI Office Gaza, no later than 30th of Oct. 2013
 
The contracted service provider must document the following activities:
-Process of the local advocacy and awareness initiatives.
-Selection process of the best local advocacy and awareness initiatives.
-Technical support provided by HI to the selected initiatives.
-Training on grants management.
-Follow up, coordination, and liaison meetings for each initiative.
-All preparation processes of the initiatives.
-The implementation process of the initiatives to highlight their objectives, activities, and results as well as HI support to them. 

Overall goal

Disabled people's organizations and persons with disability activists in the Gaza strip are identified by disability service providers as active stakeholders in the field of persons with disabilities rights.
 
3-CONSULTANT’S PROFILE
Good background in producing and advertising media productions
Capacity in subtitling the movie to English
Capacity in interpretation the movie into sign language
Ability to travel to the field
Excellent communication skills
Good organizational skills
Ability to work under pressure and within a team
Ability to handle multiple assignments and meetdeadlines.

4-SERVICE DURATION AND LOCATION
The Service provision contract with the media production company will start on the1st of May 2013 and will end on the 30th of Oct 2013.

5-WORK SCHEDULE
 According to the following timetable, the media production company is going to provide its services:

6-REPORT
The contracted service provider should send bi-monthly report to HI about the progress of the documentary movie

7-RESOURCE PERSON
Within the framework of the service provision, the contracted service provider will be asked to collaborate with Handicap International’s teams and in particular with the field Assistant who will be the point of contact.

 
8-Estimated cost to Handicap International
The interested candidates shall provide Handicap International with an offer including full proper price quote and financial expectations according to the services proposed. The time frame delivery shall be fitting with the one defined by Handicap International in the time frame & work plan section and take into consideration the following conditions:

-Prices shall be in English and with ILS currency.
-Prices shall be inclusive of VAT
-Delivery timeframe & payment terms shall be mentioned
