Background

Canada is funding the construction of Palestinian Authority courthouse facilities in Tulkarem and Hebron districts. Design and construction management is apportioned between the United Nations Office for Project Services (UNOPS), and the United Nations Development Programme (UNDP) respectively.

The Representative Office of Canada in Ramallah is seeking to contract a professional consultant for the courthouse project. The services are to be provided by a single individual. The successful applicant will not be eligible to offer their services to UNOPS or UNDP for the duration of their engagement in the capacity of the Local Project Monitor (LPM).

Qualifications

The applicant must be capable of providing professional services in the discipline of architecture with a fundamental understanding of civil/structural engineering, mechanical engineering, electrical engineering and quantity surveying/cost estimating. The applicant must have the capacity to engage and manage the services of each of the referenced disciplines on a sub consulting basis as and when required. The applicant must possess:
Minimum of a Masters degree in architecture from a recognized post-secondary institution;
Membership in the appropriate professional associations; and
Minimum of 10 years of professional experience in the planning, design, and construction review of similar or other complex institutional building projects. Projects which will be considered to be “similar” include in addition to courthouses, hospitals and university buildings, etc.

Expertise in facility management and maintenance services will be viewed as an asset.
Project scope/description

The LPM will work under the supervision of the Senior Project Manager at the Representative Office of Canada (Ramallah) and support the project’s Canada-based experts. The scope of work will include:

Participate in reviewing all work plans, progress and other reports;
Participate in the process of selection of  construction firms;
Participate in the monitoring of design and construction activities; and
Participate in Canadian missions and prepare input for Project Steering Committee meetings.

During the design and construction phases, the level of effort from the various disciplines is expected to vary in accordance with the status of each project. However, the LPM will provide overall management of all aspects of the monitoring work and advise the Senior Project Manager and Canada-based experts accordingly.
Submission requirements

Interested applicants who meet the qualifications are required to submit a letter of interest, maximum 3 pages[1] in length, describing their experience. Submissions must include current Curriculum Vitae, maximum 2 pages in length.

Submission deadline

Submissions must be received by e-mail at [email protected] no later than January 7th, 2013. Only electronic submissions will be accepted.

Only those candidates shortlisted for further consideration will be invited for interviews. The successful applicant will be contacted by the Representative Office of Canada and will be invited to negotiate and execute a contract.

Terms of Reference (TORs)

Background

Canada is funding the construction of Palestinian Authority courthouse facilities in Tulkarem and Hebron.  Design and construction management is apportioned between the United Nations Office for Project Services (UNOPS), and the United Nations Development Programme (UNDP) respectively. 

The schedule anticipates the start of design and construction of the Hebron courthouse in November 2013 to be completed in 2016, and for Tulkarem, the design has been completed and construction is underway and is expected to be completed in 2015. 

The services are to be provided by a single individual. The successful applicant will not be eligible to offer their services to UNOPS or UNDP for the duration of their engagement in the capacity of the Local Project Monitor (LPM).

Project scope/description

The LPM will work under the supervision of the Senior Project Manager at the Representative Office of Canada (Ramallah) and support the project’s Canada-based experts. The LPM’s scope of work will include:

Reviewing all background documentation, particularly executed implementing agency agreements and other relevant project documents;
Participation in reviewing all work plans, progress and other reports of the implementing agencies;
Participation in reviewing and assessing bid preparation for sub-contractors and contract awards to sub-contractors;
Participation in project technical committees (TC) to review the design and construction activities;
Participation in the review and evaluation process for selection of construction firms;
Participation in the ongoing review of the design and construction supervision activities; and
Monitoring progress during the different stages of its implementation, including design, procurement and construction.

The LPM will participate in periodic Canadian missions, will prepare the required input for the bi-annual Project Steering Committee (PSC) meetings, and may also:
Meet with different stakeholders (e.g., the representatives of the High Judicial Council, the Office of the Attorney General, design firms, Implementing Agencies for each project) upon prior pre-authorized approval of the Senior Project Manager;
Based on pre-authorization from the Senior Project Manager, meet other donors and representatives of international organizations for the purpose of fulfilling his mandate;
Attend (frequency to be determined) technical committee meetings with the implementing agencies and other project participants; and
Prepare detailed reports, including meeting minutes for distribution to the Senior Project Manager and Canada-based experts, on the activities conducted and/or attended by the LPM.

The LPM’s responsibilities will also include participation in the selection of construction firms. This will require the LPM to:
Comment on the Terms of Reference as prepared by Implementing Agency;
Review Requests For Proposals (RFP) to ensure that they are consistent with the scope of the project and the capacity of the firms to prepare proposals accordingly;
Participate in the evaluation of the RFPs and bids, and assist in the selection of the successful firms; and
Review the schedule and implementation methodology of the successful construction firms.

During the design and construction of the projects, the level of effort is expected to vary in accordance with the status of each project, however the LPM will provide overall management of all aspects of the monitoring work and advise the Senior Project Manager and Canada-based experts by:
Participating in review of the technical, environmental, administrative, and financial performance of the project and its key participants;
Reviewing the design documents at various stages of development to determine suitability of design solutions and overall compliance with project requirements;
Submitting comments, conclusions and recommendations to the Project Team at the Representative Office of Canada following each review of project documentation, field visit or review of the Implementing Agency systems and procedures;
Identifying potential problems and suggesting potential solutions;
Reviewing the progress of the work on a bi-weekly basis and highlighting potential or actual problems;
Reviewing and verifying bills of quantities submitted for progress payments;
Reviewing and evaluating any contractor claims for additional costs or for extensions to the schedule;
Undertaking a comprehensive review of the technical components of the projects especially with regard to quality assurance of mechanical, electrical and civil works during construction;
Recommending engagement of additional consulting expertise and managing the services of specialists and engineers as may be required;
Preparing reports on:
Project progress and implementation in terms of schedule and budget;
Revisions to or deviations from the approved construction drawings and/or specifications;
Quality of the work; and
Problems occurring to-date and possible ways of rectifying them.
Witnessing and verifying that the Commissioning Plan has been implemented and that functional and operational testing is complete on all systems;
Verifying at project completion that the “as-built” documentation is complete and accurate;
Verifying at project completion that the Operation and Maintenance Manuals are complete for all systems, including warranties;
Providing any other service or activity (e.g., site safety monitoring), as requested by the Senior Project Manager.

Level of effort and payment basis

The consultant shall provide the services under the supervision of the Project team leader at the Department of Foreign Affairs, Trade and Development. The team leader will authorize the tasks to the consultant. The consultant is expected to be available to work, on average, up to 60 hours per month to deliver the scope of work indicated above.

Following completion of the tasks authorized by the DFATD Representative to their satisfaction, the consultant shall submit a bill allocating the hours spent on each task and the work accomplished. The consultant will be paid an hourly rate as agreed in the contract.
