HEKS-EPER is the Swiss Reformed Churches’ Aid Agency.
HEKS regional program in the Middle East supports local organizations in the occupied Palestinian Territories and Israel. HEKS OPT and Israel Programme 2012-2015 focuses on strengthening the conflict transformation capacities of civil society so they can effectively work to change the structures, systems, attitudes and ideologies which perpetuate the conflict situation and the human rights violations linked to it. The programme thus consists of awareness raising and advocacy components which target Israeli, Palestinian and International Publics and decision makers as well as efforts to strengthen communities to address especially situation of denied or unequal access to land, housing and public space. For our office in Jerusalem, we are looking for a qualified and highly motivated candidate to fill in the following position:
Program assistant: Monitoring and Evaluation (60%)
Contract duration: 12 months, renewable
Starting date: December 2012
Your mission: Monitoring of Partners projects and joint actions within HEKS program:
-Review Partner Organization’s project proposals and annual planning documents as well as joint action proposals in terms of completeness, accuracy, compliance with HEKS program’s guidelines and regulations.
-Reviewing and commenting of partners organizational ,project and joint action reports (narrative and financial) in the light of the specific criteria, formats and indicators of the respective project, feed-back for completions/corrections to partners if necessary, and recommendation to Country Director for approval.
-Conduct on-sight project monitoring of Partner Organizations, bilateral projects and joint actions on a regular basis and produce project monitoring reports and recommendations to partner organizations
-Assist Partner Organizations in developing and analyzing of indicators to assess the achievement of objectives
-Follow up on the transfer of funds for bilateral and joint actions contributions made by HEKS
-Produce consolidated reports for the HQ or donors on the basis of partner organizations reports and monitoring data
-Assist in developing the monitoring and evaluation participatory space and system of the HEKS program
-Appraise program capacities of potential new partners identified by the Country Director.
-Perform other relevant duties as assigned by the Country Director.
Your profile:
-University degree or equivalent diploma in social sciences
-Min. 3 years experience in promoting projects in an NGO , preferably in the fields of human rights and/or conflict transformation
-Expertise and practical experience in monitoring and evaluation processes and/or Project Cycle Management
-Flexibility and ability to travel independently through Israel and OPT
-Excellent written and spoken English skills, Arabic skills. Hebrew is an asset.
-Excellent computer skills, in particular MS Office software
-Team work spirit and ability to cooperate
-Aptitude for negotiation and for supporting partner associations in fulfilling HEKS- EPER requirements (project cycle management)
-Commitment to pacific and democratic values and convictions, as well as no leading position in a civil, political or religious party
