Program Description:
INL Jerusalem’s Security Sector Assistance Project (SSAP) seeks to strengthen the civilian rule-of-law in the West Bank by improving institutional capacity to provide and sustain basic police services and investigate criminal activity in accordance with universal standards of justice and human rights to enhance Community Policing. In addition, government authorities and citizens will gain a better understanding of security and criminal threats and will act with mutual respect to address these threats.
Position Summary:
Creative Associates seeks a Program Associate (6) for the Department of State INL Jerusalem Security Sector Assistance Project (SSAP) which seeks to strengthen the civilian rule of law, enhancing community policing, in the West Bank by improving institutional capacity of the Palestinian Civil Police (PCP) to provide and sustain basic police services and investigate criminal activity in accordance with universal standards of justice and human rights.
Reporting & Supervision:
- The Program Associate will be reporting to the Program Manager of the project.
Expected Project Outcomes:
Community policing is a collaborative approach to law enforcement that focuses on building strong relationships between the police and the community they serve. It involves proactive engagement with community members, problem-solving techniques, and partnerships to address the root causes of crime and enhance public safety. Community policing emphasizes mutual trust, communication, and cooperation to create safer and more secure communities.
Overall program goals are expected to foster bodies and mechanisms which:
- Are responsive to citizen concerns regarding crime, public safety and other issues that affect community security.
- Strengthen coordination among law enforcement entities and with the public prosecutors.
- Are transparent in their approach and respect for fundamental values of human rights.
- Deliver prompt and effective outcomes, in accordance with universal standards of justice and which recognize the rights of women, juveniles, indigents and other marginalized groups.
- Improve public perception and respect for local law enforcement so police are seen as respectful and responsive community partners.
Primary Responsibilities:
- Represent the program at partner community centers and events.
- Coordinate program activities with key stakeholders at the community center and surrounding communities.
- Liaise with local communities on issues relating to community safety, crime, domestic abuse, etc.
- Support implementation of community/police activities that aim at strengthening ties between PCP and local communities.
- Participate in Community police training sessions and other project activities.
- Advise program management on site-specific context and opportunities.
- Be the main focal point between victims of police misconduct and PCP points of contact.

Required Skills & Qualifications:
- Minimum of 2 years college degree or equivalent.
- Minimum of 3 years’ experience in Law Enforcement or Social Work.
- Arabic and English fluency
