Program Director
Ta’awon for Conflict Resolution is an independent, national, Palestinian, non-profit organization that was founded in 2002. It works with young Palestinian men and women to prevent the causes of conflict by promoting civic peace, social justice, human rights and tolerance while working to alleviate the consequences of conflict through conflict resolution, community participation and development. Ta’aswon seeks to employ a full-time Program Director for a three-year USAID- funded project in Ramallah. The position will be for the Partnership for Social Accountability program “Dorrak”, a program that aims to empower Palestinian civil society to exercise social accountability on local governments in service provision.
Roles and Responsibilities
The Program Director will provide overall leadership and strategic direction for the project, and is ultimately responsible for ensuring the project meets its deliverables. He/ She will provide overall technical and management oversight to the program and staff. The Program Director will be accountable to all the project activities in front of the board of directors and USAID per the project award. The Program Director will take lead on managing the team, build partnerships with Community-Based Organizations (CBOs) and non-governmental organizations (NGOs), and facilitate linkages and communication with primary stakeholders, particularly public institutions at the local and national levels. The Program Director will be the focal point with USAID, in charge of submitting the implementations plan, performance monitoring plan, action plans, and periodical reporting on program progress.
Specific roles and responsibilities include:
-Serve as the project’s primary liaison with USAID, host-government officials, local councils, partner CBOs and NGOs, and other stakeholders.
-Supervise the project’s technical and administrative staff, ensuring that staff successfully manage project activities and operations,
-Responsible for the overall implementation of the project and development of the annual implementation plans.
-Administrative and technical supervision and follow up of the activities’ implementation.
-Provide oversight of the project’s financial management and procurement systems to ensure that they are in line with Ta’awon policies and USAID rules and regulations.
-Ensure on-time, high-quality and complete submission of all donor requirements including the project’s implementation plan, M&E plan, quarterly and annual performance and financial reports. This also includes timely responses to donor requests for meetings, performance reports, success stories, and financial information for the project.
-Ensure that all program activities are implemented on schedule in accordance with the implementation and milestones plans.
-Plan and supervise regular field visits to ensure proper implementation of the activities on the ground.
-Responsible to oversee and manage the quality and accuracy of all reporting as well monitoring and evaluation.
-Coordinate and follow up with partners on shared activities to ensure the accurate field implementation of high quality activities.
-Conduct monthly and quarterly meetings and workshops with the project team and any partners for coordination purposes.
-Participate in regular project evaluations to assess progress and recommend solutions.
-Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status.
-Coordinate project implementation with other USAID programs to ensure synergy and maximize impact.
Required Qualifications:
-Bachelor Degree in administration, business administration, international development, or other related field
-Minimum of three to five years of professional experience in project management, in the areas of civic engagement, civil society development, social accountability, local governance, or related fields.
-Demonstrated leadership, project management, coordination, organizational, teamwork, and strategic planning skills.
-Fluency in written and spoken English and Arabic.
-Strong writing skills in both English and Arabic.
-Proven ability to handle multiple assignments and meet the required deadlines.
-Advanced computer literacy.
-Proven ability to work under pressure and within a team.
-Proven problem solving, analytical and logical thinking skills
-Strong presentation skills and high level of creativity.
-Experience in supervising staff.
Desired Qualifications:
-Demonstrated experience managing international donor funded development activities.
-USAID program management experience strongly preferred but not required.
