International Relief & Development (IRD) is a charitable, non-profit, non-governmental organization. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency. IRD provides cost-effective relief and development programs in six core sectors (Economic Development; Public Health; Sustainable Food and Agriculture Systems; Infrastructure; Community Stabilization; Democracy, Governance and Community Development; and Relief/Rapid Response) and Special Projects.
Currently, IRD is recruiting professionals for an anticipated USAID funded program on conflict management and mitigation by bringing together individuals of different ethnic, religious or political backgrounds from areas of civil conflict including West Bank and Gaza. The candidates will be responsible to see the successful completion of the program through interacting with program staff, funding agency, civil society organizations, PA officials and other stakeholders.
The program will be based in Ramallah and will fund programming in Gaza. IRD seeks candidates for the following positions with strong peace-building and conflict mitigation backgrounds for this expected activity.

Program Director
Responsibilities:
-The program Director will provide overall strategic, technical and managerial leadership of all programmatic, administrative, financial and logistical aspects of the program, with ultimate responsibility for achieving contractually compliant program results and impacts on time and within budget.
-Contribute to the implementation of the program’s training, technical assistance, and grant-making activities as they relate to adverse groups.
-Planning responsibilities, including the production of annual work plans, operating budgets, etc.
-Build strong working relationships with relevant government and civil society entities and youth-focused CBOs.
-Ensure attention to youth, gender and social exclusion issues in all aspects of the program.
-Ensure compliance with all IRD administrative and operational procedures and policies, as well as applicable USAID regulations.
Qualifications:
-At least five (5) years of experience in peace-building, conflict mitigation and management, development and/or related fields, including community stabilization as well as democracy and governance issues.
-Experience in USAID funded projects or program is preferred.
-Master’s degree in a related area required.
-Excellent grasp of conflict triggers in West Bank and Gaza.
-Demonstrated technical capacity in program design tools (e.g. logical frameworks), developing and implementing monitoring systems; familiarity with evaluation methodologies.
-Proficiency in word processing, spreadsheets and database skills.
-Strong oral and written communication skills both in Arabic and English.
Technical Coordinators:
Responsibilities:
-To ensure the overall technical implementation of the program.
-Providing technical input and advice on conflict mitigation on youth, women and adverse groups through designing and delivering training materials for capacity building of youth and women groups and related NGOs.
-Providing technical input for the target group organizations and advocacy efforts.
-Supporting promising youth leaders, and creating collaborative networks among and between adverse groups that bridge cultural, societal and political divides.
-Strengthen linkages with IRD’s implementing partners.
Qualifications:
-Extensive knowledge of and experience in working with youth and women groups in the West Bank and Gaza.
-Good understanding of the technical aspects of conflict management and mitigation.
-Substantial professional experience in at least one of the following fields in areas of civil conflict: youth in conflict, violence against women, advocacy, social media, community stabilization, democracy and governance.
-Experience in USAID funded projects and programs is preferred
-Master’s degree in related areas is required.
-A strong team player with excellent interpersonal skills and the ability to work with youth in a challenging environment.
-Ability to perform and prioritize multiple tasks.
-Proficiency in word processing, spreadsheets and database skills.
-Strong oral and written communication skills both in Arabic and English.
