Job Title: Program Manager
Vocational Education and Training Development Program
Location: Ramallah Office

Save the Children (SC), as a non-profit U.S based development organization, has been working in the Palestinian Territories since 1973. Since starting its operations in the West Bank and Gaza Strip (WB/GS), SC has concentrated on enhancing Health, Educational, Psychosocial, Food Security, and Economic Opportunities in order to achieve its mission of creating lasting, positive change in the lives of children.
Save the Children) is implementing a Vocational Training and Education Development Program (VTEDP) funded by United States Agency for International Development (USAID) in partnership with Mercy Corps (MC). VTEDP, a four-year program, aims to strengthen and diversify the skills of young Palestinians. It will promote vocational training among Palestinian students and their communities, while building links between the League of TVET institutions and the private sector. Through participation in the program, young Palestinians will be able to contribute to the Palestinian economy and their families’ livelihoods.
Save the Children invites candidates to apply for the position of the Program Manager; the
Program Manager (PM) will have day-to-day responsibility for project implementation. Under the supervision of the Project Director s/he will supervise the TVET project coordinators and ensure that all activities are properly implemented as per the agreed project planning documents. S/he will ensure follow up with the TVET League and other project partners, and will represent the TVET project in coordination with the PD in national meetings and workshops. The PM will help to ensure that the project is executed as planned, on time, and within budget.
Requirements
• A postgraduate degree, preferably in a development related subject.
• Demonstrated knowledge of key issues in program/project development within the Palestinian and International development context – ability to review and analyze trends, needs, and assets (resources and human capacities)
• Demonstrated understanding of the political, economic, and social context of the operating environment
• Minimum of eight years experience managing national programs/projects and staff and, in particular, managing subgrants at a senior management level
• Familiarity with international donor project management requirements and policies Experience in development public-private linkages
• Experience and knowledge of the Palestinian TVET System and Knowledge of local organizations and TVET institutions
• Demonstrated experience and deep understanding of the private sector
• Proven leadership, representational, interpersonal, and supervisory skills
• Strong English and Arabic oral and written communication skills; and ability to generate reports and other written documents
• Experience working with international and local partners
• Computer skills (Microsoft Office applications including MS project)
• A valid driving license
• Ability to travel in the West Bank , Jetrusalem, and internationally
