Position: Program Manager
Location: Jericho. Palestine
Contract duration: 6 months with possibilities of extension– 3 months probation
Schedule: Full time / 40 hours per week

Background
There are four million Palestinians living in the occupied Palestinian territory (oPt) (1.5 m in Gaza and 2.5 m in the West Bank) of which 49 per cent are below the age of 18 . The daily life of children is framed within the context of the Israeli occupation; the conflicts and military operations associated with occupation, the blockade of Gaza (since June 2007), stringent access and movement restrictions, and the existence and further construction of the separation barrier in the West Bank. This context creates vulnerabilities and inequities in the fulfilment of rights that are more pronounced in Gaza, Area C, Seam Zones, Hebron old city and East Jerusalem. While threats to life, security, and human dignity are daily realities throughout oPt in general, inequities are observed in those population groups that directly experience violence related to the occupation and the settlements and also, to a lesser extent, the Palestinian inter-factional divide. Children (girls and boys) are routinely affected by injury, displacement, disability, psychological distress and death.
Medicos del Mundo (MDM) Spain is present in Palestine since late 2006. During these years, the principal areas of intervention have been mental health and its integration into primary health care, carrying out specific actions to support the public health system in response to urgent or emergency phases caused by the blockade suffered in Gaza. Currently, MdM Spain is executing projects in the West Bank and Gaza.
MDM-Spain in West Bank is developing a psychosocial project integrating a protection approach that has as objective to reduce the impact of political violence in the most exposed communities in the center of West Bank. (Jordan Valley, Jericho governorate and J2 Jerusalem district)
POSITION PROFILE
MdM Spain West Bank based in Jericho is integrated by 2 different departments: Technical and Management, under the coordination of the Project Coordinator (PC) Country coordinator.
The program manager is the hierarchical responsible for the technical team and depends hierarchically from the CC with the technical guidance of the Mental Health Advisor, both based in Jerusalem.
The Program Manager works in coordination with the Administrative & Financial Manager, and the Driver / Security and Logistic Officer.
MAIN PURPOSE
Ensure the implementation of MDM Spain West Bank base projects in accordance with the project proposal, the MdM internal rules and procedures.
MAIN DUTIES
PROGRAM MANAGEMENT
-Ensures the planning and implementation of project activities by the technical team
-Organize task distribution
-Supervision of technical team activities
-Calendar of activities
-Monitors and follow up the implementation of activities by the technical team, assessing the progress of current programs and their relevance in relation to the objectives set (Follow up of indicators)
-Support the technical team in the preparation of activities (preparation of ToR, training materials, training methodology, and elaboration of reports…) with the support of the MHA (Mental Health Advisor)
-Improves or creates management, data collection and reporting tools with the support of the CC
-Coordinates with administration and logistic departments what is needed for the correct implementation of the activities.
-Prepares with the log assistance the procurement plan for the project activities
-Participates with the management department in the preparation of project activities budget
-Envisions and suggests initiatives to improve the functioning of MDM activities.
-Participates in the development of the strategy and in drafting proposals of operations for new projects
-Responsible of the program component of the internal reports (weekly and monthly reports)
-Support the CC in the donors reports
-Direct follow up of operative aspects of the project with Partners
TEAM MANAGEMENT
-Ensure information and communication flow between the technical department and the management , and between the technical team and the Country Coordinator
-Organizes regular team meetings, to communicate ,to program and assess the evolution of the program, and propose modifications and solutions when needed , found solution if needed
-Participates in the recruitment process of technical staff
-Implements the annual or (bi semester) interview of the technical team members
-Assists the CC in identifying training needs for the technical team members and in organizing the training
-In-job training on identified needs for the technical team
OTHER
-In relation with the local community the program manager is MDM focal point for the village councils and local community organizations
-Supports the CC in the preparation of the annual plan and strategy
-Supports the CC in the preparation of new projects (need assessment, preparation of concept note, and preparation of proposals…)
-Upon request, attends meetings representing the CC, and provides appropriate feed-back (minutes)
-Support to the CC in the elaboration and implementation of technical recommendations for the projects
-Support to the Advocacy MdM officer in the country (with the support of CC or MHA) by providing data, communication materials, facilitating contacts.
-Should be flexible to do any other duty required by his / her direct supervisor.
QUALIFICATIONS AND SKILLS
-Bachelor degree in management or other social studies. Desirable background in psychology or social work
-Desirable previous experience with MdM in the country
-Minimum of 3 years’ Experience in working with INGO in similar position, preferably in MHPSS projects
-Human Resources management skills (Human resources Management. Ability to create an environment which encourages teamwork. Proven ability to inspire confidence in and build relationships with partners
-Program planning, budgeting and monitoring skills (Program Development: Comprehensive experience in program/project management. Proven capacity to generate ideas, assess political and social environment, develop and implement relevant strategies and projects. )
-Good communication and interpersonal skills (Communication Skills: Excellent fluent written and verbal English and Arabic. Ability to communicate sensitively and assertively with a wide range of stakeholders. Proven capacity to negotiate and maintain relationships)
-Advanced Computer skills
-Context knowledge
